In order to implement the provincial and Jiangmen City requirements for epidemic prevention and control, combined with the actual situation of our city, we will further strengthen the epidemic prevention and control work for truck drivers coming to Heshan Regarding the epidemic prevention and control work of truck drivers, these work guidelines have been specially formulated with the approval of the Municipal Epidemic Prevention Headquarters Office.

1. Report first and then do the work. All truck drivers must connect with the logistics park or cargo owner 24 hours in advance before arriving in Heshan. The docking unit is responsible for reporting the truck driver's expected arrival time, name, ID number, phone number, license plate number, health code itinerary card and other information to the three-person team in the local town. If the train number, driver and route are fixed on a regular basis and are returned on the same day, the report can be filed once a month. Drivers with a history of traveling to provinces, cities, and counties located in medium- and high-risk areas within 14 days or freight drivers and passengers whose Guangdong Health Code is a red or yellow code are not allowed to visit unless necessary.

2. Strict entry control. All truck drivers who come to Heshan must hold a 48-hour negative nucleic acid test certificate when entering the logistics park or the cargo owner's unit; after entering Heshan, "two points and one line" management will be implemented. Buses, taxis and other means of transportation are not allowed unless necessary, and they are not allowed to enter. No public places, no crowded places, no gatherings, no dinner parties. The delivery operation unit must establish a separate place for foreign drivers to rest and eat at a suitable location, provide catering and necessary daily material services to foreign drivers in need, and at the same time, establish a separate toilet for foreign drivers to use. Corresponding resting and dining places and toilets must be disinfected on a daily basis.

3. Strict site control. In principle, a park only retains one entry and one exit vehicle access. All entrances should strictly enforce the wearing of masks by personnel, conduct temperature checks, scan venue codes, health codes, and check itinerary cards for visitors. Unnecessary personnel should not enter unless necessary. At the same time, visitor information must be registered. During truck operation, dedicated on-site supervision will be implemented, and abnormal situations will be reported promptly and handed over to a three-person team in the local town for disposal. At the same time, the venue, equipment, restrooms and other places should be disinfected in accordance with regulatory requirements.

4. Strict personnel control. Logistics parks and cargo owners should strengthen training, urge staff to do personal protection and health monitoring, wear masks throughout the operation, and implement regular nucleic acid testing and vaccination as needed.

5. Actively cooperate with inspections. All truck drivers must actively cooperate with the epidemic prevention inspections at various highway checkpoints, actively present health codes and itinerary cards, obey the instructions of on-site staff, and carry out relevant work in an orderly manner. Personnel with red or yellow health codes must cooperate with the implementation of corresponding inspection and other control measures. Those with abnormal symptoms should undergo closed-loop diagnosis, treatment and investigation. All truck drivers will not stay overnight unless necessary. If they really need to stay overnight or return to the city, they must be included in the community grid management and undergo nucleic acid testing in strict accordance with the "two inspections in three days".

6. Management of truck loading and unloading operations in epidemic-related areas. Drivers and passengers in epidemic-affected areas whose itinerary cards have an "*" number on their itinerary cards. After entering the logistics park and the cargo owner's unit, Laihe freight vehicles must park at designated operating points. The logistics park and cargo owners must strictly disinfect and disinfect the vehicles and goods. Specifications require that loading and unloading operations be carried out only after protective measures are taken to avoid direct contact with other personnel.

7. Lihe management. In principle, freight vehicles in epidemic-related areas should leave the logistics park and the cargo owner's unit within half an hour after completing their transportation tasks. During their stay, they are not allowed to get off the vehicle or have any contact with the public along the way.

8. Consolidate the responsibilities of all parties. Logistics parks and cargo owners must fulfill their main responsibilities and management responsibilities for epidemic prevention and control of truck drivers coming to Heshan, inform truck drivers of relevant precautions, and urge truck drivers to strictly implement various epidemic prevention and control regulations. Industry authorities such as the town and city transportation bureaus, science, industry and commerce bureaus must divide their responsibilities and urge the logistics parks and cargo owners under their respective jurisdictions to strictly follow the above guidelines. Truck drivers should do self-health monitoring. If they develop fever, sore throat, cough, runny nose and other suspected symptoms, they should seek medical treatment immediately and report to the logistics park or cargo owner. The logistics park or cargo owner should report to the town where they belong in a timely manner.

Any unit or individual who fails to fulfill their epidemic prevention responsibilities, causing the spread of the epidemic or causing other serious consequences, will be held accountable seriously in accordance with the law.

This guideline will be dynamically adjusted in a timely manner based on the epidemic risk assessment of the Municipal Prevention and Control Office.
