On the one hand, we will strengthen the protection of employees in public service industries such as sanitation, public transportation, education, health, auxiliary police and public management, and support the solution of basic housing difficulties by applying for rental subsidies. The Supplementary Notice clarifies the conditions for employees in the public service industry and industrial functional zones to apply for rental subsidies: the annual personal income is less than 50,000 yuan (including 50,000 yuan); The applicant's family has no self-owned housing (including public rental housing), no property transfer record and no other housing security in Chengdu; I rent a house in the administrative area of Chengdu and apply for a house lease registration certificate; Sign a labor (employment) contract with an employer in Chengdu 1 year or above, and pay the basic old-age insurance or basic medical insurance for urban employees for 6 months or more continuously, and the labor (employment) contract signing unit must be consistent with the payment unit of basic old-age insurance or basic medical insurance for urban employees; If the applicant is a non-registered employee in Chengdu service industry, he must also hold a residence permit in Chengdu; Applicants who are employees in industrial functional zones must work in enterprises (institutions) consistent with the leading industries in industrial functional zones, and those who are not registered in Chengdu must also hold a residence permit in Chengdu, with a score of more than 20 points.

According to reports, the supplementary notice clarifies that employees in the public service industry and industrial functional zones pay rental subsidies on an individual basis, and employers organize applications in a unified manner. Before the lease subsidy is issued, the employer, the competent department of industry or the industrial functional zone management committee shall confirm the employment situation of the applicant, and the competent department of housing security of each district (city) and county shall review the social security and family housing situation of the applicant. The starting time of the lease subsidy is calculated from the month when the guarantee qualification is obtained, and it is paid every three months 1 time.

For registered residents and other migrant workers, the payment method is still implemented in accordance with the original "Implementation Opinions". At the same time, the supplementary notice also increased the proportion of rental subsidies. According to the supplementary notice, the rental subsidy ratio of registered residents in Chengdu is: families with annual income of 40,000 yuan to 50,000 yuan (including 50,000 yuan) and single residents with annual income of 25,000 yuan to 30,000 yuan (including 30,000 yuan), and the rental subsidy ratio is 60% of the calculation standard; For families with an annual income of 50,000 yuan to 70,000 yuan (including 70,000 yuan) and single residents with an annual income of 30,000 yuan to 35,000 yuan (including 35,000 yuan), the rental subsidy ratio is 50% of the calculation standard; For families with an annual income of 70,000 yuan to 6,543,800 yuan (including 6,543,800 yuan) and single residents with an annual income of 35,000 yuan to 50,000 yuan (including 50,000 yuan), the rental subsidy will be paid at 40% of the calculation standard.

In addition, for the minimum living allowances, families with annual income below 40,000 yuan and single residents with annual income below 25,000 yuan (including 25,000 yuan), the distribution ratio is still implemented according to the original Implementation Opinions 100% and 70%.

The rental subsidy area for registered residents is 1 household 30 square meters, 2 households 45 square meters, 3 households 60 square meters, and 4 households and above 70 square meters.

The rental subsidy ratio of "employees in the industry" is: employees in the public service industry and industrial functional areas, and the rental subsidy ratio is 50% of the calculation standard; Employees in public service industries and industrial functional zones are given rental subsidies on an individual basis, with a subsidy area of 30 square meters.

According to the supplementary notice, after the expiration of the lease subsidy period, registered residents in Chengdu can continue to apply for the lease subsidy if they still meet the guarantee conditions of the lease subsidy at that time after examination. For employees in public service industries and industrial functional zones, the cumulative time limit for granting rental subsidies shall not exceed 60 months.
