The property management company does not have security business qualifications.

1. According to Article 15 of the "Security Service Management Regulations": Units that recruit security guards by themselves are not allowed to provide security services outside the unit or outside the property management area.

According to Article 13 of the "Regulations on the Administration of Security Services": Units that recruit security guards on their own must have legal person qualifications, have security guards who meet the conditions stipulated in these regulations, and have sound security service management system, job responsibility system and security guard management system.
