The fundamental political system in China is the people's congress system, which is the highest authority. There are corresponding people's congresses from central provinces, cities and counties, which are all authorities. The NPC Standing Committee is the highest organ of state power, and its permanent organ is the NPC Standing Committee. The National People's Congress and the NPC Standing Committee exercise the legislative power of the state. The National People's Congress is composed of representatives elected by provinces, autonomous regions, municipalities directly under the Central Government, special administrative regions and the armed forces. All ethnic minorities should have an appropriate number of representatives. According to the Constitution, the organs where the people exercise state power are the National People's Congress and local people's congresses at various levels. The state administrative organs, judicial organs and procuratorial organs are all produced by, accountable to and supervised by the people's congresses.
