In ancient times, the salt industry here (salt was called "Bao" at that time) flourished, and it was located in the underwater highland (called "Baodi"), hence the name "Baodi". It is recorded in "A Brief Introduction to the Newly-built Baodi County": "Salt is the national treasure, and it is called Baodi when it is taken as Beijing." Continue the spirit and blood, and promote today's development with history. In order to coordinate the development space of educational facilities, promote the coordinated development of all kinds of education at all levels, and improve the ability of education to serve economic and social development, Tianjin Baodi District organized and compiled the Layout Plan of Educational Facilities in Baodi District (202 1-2035). It is pointed out in the plan that 2022 is the year of education promotion in Baodi District. How to deeply tap the potential of educational development, further optimize the educational ecology, enhance the stamina of educational development, and build Baodi into an "educational treasure land"? With a series of questions, our academic teacher interviewed Zhou, secretary of the Party Committee and director of the Education Bureau of Baodi District, Tianjin.

From "Basic Equilibrium" to "High Quality Equilibrium"

Educator: In 2020, Tianjin launched the three-year action of high-quality and balanced development of compulsory education, vigorously promoted the transformation of compulsory education from basic balance to high-quality balance, and strived to run a satisfactory education for the people. In this process, what practice and exploration has Baodi District done, and what changes have taken place in the educational outlook?

Zhou: Keeping a close eye on the three-year action node of the whole city, Baodi District started the creation of county-level quality balance in June 2020165438+1October, and mainly promoted the quality balance of compulsory education from the following aspects.

Strengthen school construction. No.11 Middle School was put into use in 2023, providing 1.350 degrees, and Shuangzhan Road Primary School, Wubendao Primary School and Zhao Xia Road Primary School were put into use at the same time, providing 3,600 degrees. No.12 Middle School in Baodi District was officially put into use this year, providing 1.500 places. At present, Beijing-Tianjin New Town No.1 Middle School is under construction, which is expected to provide 3,000 high school degrees and strive to put it into use next summer. On this basis, timely start the construction projects of Jiahe Primary School (the intersection of Jiahe Street and Jacky Road) and Xinghai Road Primary School (the west side of Xinghai Road and Houbaimiao Village) to improve the carrying capacity of urban educational resources.

Improve school standards. The area of primary school and junior high school students' sports ground in our district reaches 7.5 square meters and 10.2 square meters respectively, which meets the national requirements. However, we are not satisfied with the area standard. In recent years, we have raised funds from various sources to upgrade and transform mud playgrounds in 55 compulsory education schools into plastic playgrounds. Through unified procurement and centralized distribution, 65,438+10,000 sets (sets/pieces) of teaching instruments for primary and secondary schools will be added within three years, so as to ensure that the opening rate of demonstration experiments, hands-on experiments and practical investigations in science, physics, chemistry, biology and geography in compulsory education schools will reach 100%.

Ensure financial input. According to the annual average level of middle school students 1.45 yuan, primary school students 1.300 yuan and kindergarten students 1.200 yuan, the public funds per student will be allocated in full and on time, and dynamic adjustment will be implemented according to the actual situation of each school to meet the public funds needs of different schools, narrow the gap between urban and rural areas and promote the balanced development of compulsory education.

Educator: Teachers are the key to providing quality education. How to strengthen the teaching staff in Baodi District?

Zhou: I have repeatedly stressed that Baodi does not lack teachers, but it lacks famous teachers and famous teachers. Relying on the "Basic Project of Future Educators" in Tianjin primary and secondary schools, teachers and school leading cadres are trained in batches every year to stimulate their internal drive and improve their professional quality.

In addition, the Talent Section of the Organization Department of Baodi District Committee attaches great importance to the introduction of talents. Through this window, the training of young teachers, especially those born after 1990 s and 1900 s, has been continuously strengthened, which has made sufficient teachers' reserves for future educational development. Since 2020, the Education Bureau of Baodi District has also explored and reformed the recruitment of teachers, raised the entry threshold for teachers and paid more attention to the examination of comprehensive quality. In the past three years, the proportion of our teacher recruitment examination is basically 30: 1, and we strive to build a high-quality professional teacher team and lay a solid foundation for running a satisfactory education for the people.

A good principal is a good school. This summer, we held a training class for principals of primary and secondary schools and kindergarten directors. Please educate everyone and the famous teacher to give personal guidance. I hope that our principals and kindergarten directors will broaden their horizons, recognize the current educational situation, strengthen their confidence and strive to create a new situation of high-quality and balanced development of education. In order to reserve talents for the development of the school, we plan to train young cadres next year and send them to leadership positions in the future. At the same time, we should select talents in the whole system in an eclectic way, create opportunities for outstanding young and middle-aged teachers to take up leadership positions, and let them grow into talents in practice after experiencing storms and seeing the world.

In the past two years, the rotation of school leading cadres has been increased, so that outstanding urban school (park) directors and rural school (park) directors can flow together to promote the balanced and high-quality development of urban and rural education.

Do a good job in rural education and help rural revitalization

Educator: In the process of rural revitalization, the reform and development of rural education is the focus, and the focus of rural education is to strengthen the construction of rural teachers in the new period. What specific measures has Baodi District taken in this regard?

Zhou: Implement the rural teacher support plan and increase the training of high-quality rural teachers.

First, tap the potential to adjust the establishment of rural schools. Strict standards for the establishment of teachers in urban and rural areas, regular verification of the establishment of primary and secondary school teachers in the whole region, definition of the scope of all kinds of personnel, control of additional establishment, strict school leadership positions, efforts to innovate personnel management systems and mechanisms, and exploration of management methods such as total control and dynamic regulation.

Second, improve the teacher access and recruitment system, increase the recruitment of shortage disciplines, and strengthen the allocation of teachers in remote rural areas. From 20 18 to 2022, the whole region recruited a total of 1602 teachers, optimizing the number, age and knowledge structure of teachers, including 759 for rural areas, which initially eased the shortage of teachers in rural remote areas. Vigorously carry out teacher training, especially in view of rural characteristics, focus on cultivating teachers' professional quality, expand the scale of rural backbone teachers, and play a leading role in demonstration. Up to now, the proportion of full-time teachers with bachelor's degree or above in rural compulsory education schools in our region is as high as 92.3%.

Third, increase the exchange of teachers in compulsory education schools. From 20 18 to 2023, there are 275 exchange teachers in the whole region, including 166 exchange teachers from urban to rural areas, effectively alleviating the shortage of teachers and the backward teaching quality in rural remote areas.

The fourth is to comprehensively implement policies, strengthen guarantees, and strive to improve the treatment guarantee mechanism for primary and secondary school teachers. While focusing on the implementation of subsidies for teachers to work in villages and towns, from June 20 19 to June 20 19, performance pay was increased for rural teachers according to their distance from school. The overall improvement of the status and treatment of rural teachers has not only stabilized the teaching staff, but also straightened out teachers' emotions and boosted teachers' spirit, laying a solid foundation for running every school at the doorstep of ordinary people and for the balanced development of rural education.

Fifth, the evaluation and employment of professional titles is inclined to the countryside. For primary and secondary school teachers who have been teaching in rural areas for a long time, the professional title evaluation relaxes the academic requirements, downplays the thesis requirements and pays attention to the teaching performance evaluation. For rural teachers who independently undertake multiple courses, preferential policies are implemented, allowing them to apply for one of their own disciplines without professional restrictions. Teachers who have worked in front-line teaching positions in rural schools for 25 years or more may not take professional level examinations when they are promoted to senior positions. In the process of professional title evaluation, rural teachers and urban teachers belonging to the same teacher series can be evaluated separately to ensure that the passing rate of rural teachers is not lower than that of urban teachers.

Sixth, improve the honor system. On-the-job teachers who have taught in rural schools for more than 30 years will be awarded the honorary certificate of rural school teachers for 30 years, and teachers will be encouraged to teach in rural schools for a long time and teach for life. Combined with major festivals such as "Teacher's Day", we should make full use of various media to publicize the advanced deeds and typical teaching experience of outstanding rural teachers, fully display the spiritual outlook of the vast number of rural teachers, and carry forward the social fashion of respecting teachers and attaching importance to teaching.

Establish a working system in which teaching and research personnel contact rural schools at fixed points, and comprehensively improve the quality of rural education.

In order to improve the quality of education and teaching, promote the balanced and high-quality development of education in the whole region, further give play to the functions of "research, guidance and service" in teaching and research work, keep close contact with schools, teachers and students, and enhance the pertinence and effectiveness of teaching and research work, Baodi District Teacher Development Center decided to establish a working system in which teaching and research staff contact schools at designated points, and each teaching and research staff decided to contact at least two schools, adopting a combination of peacetime communication and "squatting" teaching and research.

Carry out collective lesson preparation and teaching research to improve the quality of rural school teachers.

We will make use of high-quality educational resources such as "one excellent teacher and one famous teacher in one class" to guide and drive rural teachers, especially those with relatively weak foundation, to prepare lessons collectively, open classes and demonstration classes, participate in district and municipal teaching and research, and introduce more outstanding teachers at the grassroots level. Every year, more than 100 teachers in the whole region receive awards at or above the municipal level, and rural teachers account for 40% to 50%.

Educator: To realize rural revitalization, we must fill in the shortcomings of rural family education. What measures has Baodi District taken to improve the education level of rural families?

Zhou: First, organize teachers and parents to study the Family Education Promotion Law to improve their awareness and ability of family education. The Education Bureau of Baodi District and the Women's Federation of Baodi District jointly launched the activity of "Learning Family Education, Being a Smart Parent-Everyone Talk" and posted it on the official account of WeChat "Baodi Education" to guide parents to carry out family education correctly.

The second is to build a bridge between home and school. Family education is the foundation of all other education, family is the harbor and starting point of children, and parents are their mentor and friend.

On May 15, Baodi District Education Bureau and Baodi Rong Media Women's Federation held a lecture on "Learning Family Education Promotion Law-Parents' Growth is the Starting Line for Children" in the form of online live broadcast to help parents understand the scientific methods of family education and guide parents to realize that parents have a vital influence on their children's healthy growth. At the same time, schools conduct online family education lectures and issue family education proposals according to the actual situation of schools.

The third is to organize 10 primary and secondary schools and kindergartens in the whole region to participate in the pilot work of family education books in Tianjin.

In addition, if epidemic prevention and control permits, we hope to hold at least one "parents' open day" in all schools in Baodi District, so that all parents can walk into the campus, see their children's learning environment and feel the educational atmosphere of the school. This is also one of the effective ways to promote home-school cooperative education.

Education promotes development and makes Baodi a "treasure land"

Educator: Baodi has a profound humanistic background and a good reputation as a "literary treasure". How to fully tap and utilize local resources, improve students' humanistic quality, and stimulate their feelings of loving their hometown?

Zhou: There are seven "Five Love" education schools in Baodi District. Among them, there are 3 municipal schools, namely Chaoyang Street Middle School, Linhai Road Primary School and Huanxizhuang Primary School. There are 4 district-level schools, namely Xin 'an Town Middle School, Huogezhuang Middle School, Zhaogezhuang Middle School and Niudaokou Primary School.

Since the beginning of this year, schools have given full play to the role of the "Five Loves" education position, and carried out red classic reading and "Happy Reading Cup" activities around the educational themes of "Love the motherland, love the people, love labor, love science and love socialism". At the same time, through the study tour, students will be led into the tourism eco-village, eco-park and national wetland park in our district to feel the gratifying changes and rapid development of their hometown.

As the birthplace of Pingju and JD.COM drum, and the hometown of crosstalk master Mr. Ma Ji, Baodi District has a beautiful vision of accelerating the construction of a "treasure house of humanity", shouldering the responsibility of inheriting and developing China's excellent traditional culture, shouldering the "three flags" of Pingju, JD.COM drum and crosstalk, and setting up associations and interest groups such as JD.COM drum, Pingju art, gourd pyrography and paper-cutting to explore after-school services. At the same time, constantly strengthen cultural innovation, so that intangible cultural heritage can really live and burn in Baodi.

Educator: Baodi District is located in the middle of Beijing, Tianjin and Tangshan. How to seize the important opportunity of Beijing-Tianjin-Hebei coordinated development of the national strategy, promote the coordinated development of education, and turn Baodi into an "educational treasure land"?

Zhou: The Education Bureau of Baodi District actively seized the important opportunity of Beijing-Tianjin-Hebei coordinated development of the national strategy, and took the initiative to promote the coordinated development of Baodi education on the fast track through regional exchanges and cooperation.

Docking the capital's high-quality educational resources and constantly optimizing Baodi's educational structure. On 20 16, the Baodi district government and Beida Jade Bird Culture and Education Group jointly established a non-profit 12-year private school-Jade Bird North Attached Experimental School, which further optimized the educational ecology and structure of our district. From June 5438 to June 20201October, Baodi District Education Bureau and Tao Xingzhi Education Foundation actively docked, reached a strategic cooperation framework between Tianjin Baodi District and Tao Xingzhi Education Foundation on inclusive kindergarten projects, and built four high-quality inclusive kindergartens, namely Tianchang Kindergarten, Yuhua Kindergarten, Xisi Kindergarten and Wang Du Road Kindergarten, which effectively alleviated the shortage of pre-school degrees.

Absorb scarce and high-quality resources and strengthen cooperation with famous schools in urban areas. The Education Bureau of Baodi District radiates the urban area with high-quality educational resources and adopts the mode of "1+3". In May 2020, it completed the framework agreement on education cooperation with the Municipal Education Commission, Heping District Education Bureau and Tianjin Nankai Middle School, and carried out in-depth exchanges and cooperation in all directions and in the whole chain. Up to now, more than 30 online and offline exchange activities have been carried out, which has effectively improved the quality of education and teaching in our district. Actively introduce schools directly under the Municipal Education Commission to Baojian Campus. At present, Zhongguancun Science and Technology City School of Tianjin Nankai Middle School has completed land pre-examination, site selection opinion approval, land pollution investigation, water and soil conservation scheme bidding, design fee budget audit and other work, which provides a strong guarantee for solving the expectation of imported talents for quality education resources.
