Main responsibilities of Haikou Municipal Bureau of Land and Resources

(a) to implement the principles, policies, laws, regulations and rules of the party, the state and the province on the management of land and mineral resources; Formulate and organize the implementation of policies, regulations and rules on the management of land and mineral resources in this Municipality according to law.

(II) Organizing the compilation and supervising the implementation of the overall land use planning, basic farmland protection planning, land development and consolidation planning, annual land use planning, mineral resources planning, geological disasters and geological relics protection planning, surveying and mapping career development planning and various professional surveying and mapping plans and plans in our city.

(three) to formulate and implement policies for the protection and development of cultivated land, implement land use control, and organize, supervise and manage the protection of cultivated land and basic farmland; Responsible for the balance of cultivated land occupation and compensation in the city, organize and guide the development of unused land, land consolidation, land reclamation and cultivated land development.

(four) responsible for the unified management of urban and rural land in our city, the conversion of collective land and the management of state-owned and collective agricultural land and non-agricultural construction land; To undertake the examination and approval of agricultural land and construction land; Responsible for land market management; To guide the management of land reserve; Responsible for land price management; Provide land acquisition and supply services for key construction projects.

(five) responsible for the city's urban and rural cadastral management; Responsible for the investigation, confirmation, statistics, grading, registration and certification of land and resources; Responsible for the examination and approval of land ownership measurement results; Responsible for handling land ownership disputes; Responsible for cadastral information management.

(six) responsible for the supervision and inspection of the implementation of laws, regulations and policies on land management and mineral resources development and utilization; Protect the legitimate rights and interests of land owners, users, mineral resources prospecting and mining rights holders according to law; Accepting complaints and reports on illegal activities in the development and utilization of land and mineral resources, and investigating and handling illegal cases of land and mineral resources according to law; To undertake administrative reconsideration and administrative litigation of land and mineral resources cases.

(seven) the organization and management of basic surveying and mapping; Verifying the qualifications of surveying and mapping units according to law; To supervise, inspect and manage the surveying and mapping market according to law; Maintain and improve the city's survey control system, protect and manage the city's survey marks; Organize and guide the socialized service of basic geographic information and the inspection, acceptance, management and use of various surveying and mapping achievements.

(eight) responsible for the supervision and management of the rational development, utilization and protection of mineral resources (including sand, stone, clay, offshore oil and gas, seabed ore, geothermal, mineral water and other minerals) in this Municipality; Responsible for the examination and registration of mineral resources development in accordance with relevant regulations, issue mining licenses, and cultivate and manage the mining rights market.

(nine) to organize monitoring, prevention and control of geological disasters and protection of geological relics; Manage hydrogeological, engineering geological and environmental geological exploration and evaluation according to law, and supervise and manage the network of geological environment and geological monitoring stations in this Municipality; Responsible for examining and approving geological relics protection areas such as geological sections with important value, and organizing the implementation of protection.

(ten) responsible for the inspection and supervision of subordinate units to implement the superior policies, laws, regulations and rules, and cooperate with relevant departments to supervise their non-operating state-owned assets.
