3 Service outsourcing promotes the development of Suzhou's modern service industry

If Suzhou wants to maintain the leading position of service industry in the whole province and even the whole country, it must adjust the industrial structure and strive to accelerate the development of service industry, and vigorously developing service outsourcing is an effective way to promote the rapid development of service industry. The development of service outsourcing in Suzhou can be divided into three key areas: Suzhou Industrial Park, Suzhou High-tech Zone and suzhou science and technology town, and all three areas have formulated their own measures to develop service outsourcing.

3. 1 Service Outsourcing Development Strategy of Suzhou Industrial Park

Since 2005, Suzhou Industrial Park has launched three major plans: industrial upgrading, technological leapfrogging and service industry multiplication. Service outsourcing has become an important part of the "service industry multiplication" plan. At present, the development measures of service outsourcing in Suzhou Industrial Park include: (1) strengthening the implementation of policies, giving financial support to key service outsourcing enterprises, injecting venture capital funds to serve domestic and foreign listings; (2) Strengthen market expansion at home and abroad. Make use of the resources of overseas students and Chinese managers of multinational companies to give full play to the advantages of multinational companies in the park and strive for more overseas orders; (3) Strengthen carrier construction. Accelerate the decoration and commercial facilities construction of service outsourcing industrial park; (4) Open up a green channel for introducing service outsourcing talents, rely on the main position of talent training, give full play to the enthusiasm of professional training institutions and enterprises, and form a multi-level training system.

3.2 Suzhou High-tech Zone Service Outsourcing Development Measures

Suzhou High-tech Zone has a good IT industry foundation and excellent investment environment, and has unique advantages in developing new software service outsourcing industry. According to our own situation and the development of service outsourcing, in May 2007, we put forward three key development areas of service outsourcing: First, focus on developing software service outsourcing. Mainly for software development, industrial design, technical services and other service outsourcing. Establish a software training base and train a large number of practical software talents; The second is to vigorously undertake the outsourcing of production services. Focus on the development of foreign trade logistics, business services and other production service outsourcing areas. Give full play to the "district-port linkage" effect of export processing zones and bonded logistics centers, form a strong free trade zone, and promote the leap-forward development of overseas logistics with development zone logistics as an important content; Third, actively expand R&D and design outsourcing. 3.3 suzhou science and technology town's service outsourcing development initiatives

Suzhou science and technology town is committed to building a software service outsourcing center in the Yangtze River Delta region and has formulated the following main measures: First, build four software service outsourcing bases: Microsystem Park, Software Park, Gaobo Software Vocational and Technical College and Software Building; The second is to establish and improve the public technical service platform.
