In addition, Several Opinions on Promoting the Development of Service Outsourcing in Suzhou (hereinafter referred to as Opinions) put forward a number of supporting policies for the development of service outsourcing, giving preferential treatment in terms of capital, access, land use, talents and environment. Among them, the newly established international and domestic well-known service outsourcing talent intermediaries in this city will be given a one-time financial subsidy according to the standard of 1000 yuan per square meter; Service outsourcing enterprises can apply for exemption from import duties and import value-added tax in accordance with the relevant policies of the state for the self-use equipment needed to undertake the import of outsourcing services, as well as the technology (including software) and accessories and spare parts imported with the equipment according to the contract; Service outsourcing enterprises use bank loans and repay the principal and interest on time, and give 20% discount on loan interest according to the standard interest rate announced by the People's Bank of China; The service outsourcing enterprise has obtained relevant international certification, and the maximum subsidy amount does not exceed 600,000 yuan; For fresh university (including junior college) graduates and unemployed college students who participate in service outsourcing training, no more than 85% subsidies will be given. The formulation and implementation of these preferential measures also give Suzhou a policy advantage in developing service outsourcing and modern service industry.

3 Service outsourcing promotes the development of Suzhou's modern service industry

If Suzhou wants to maintain the leading position of service industry in the whole province and even the whole country, it must adjust the industrial structure and strive to accelerate the development of service industry, and vigorously developing service outsourcing is an effective way to promote the rapid development of service industry. The development of service outsourcing in Suzhou can be divided into three key areas: Suzhou Industrial Park, Suzhou High-tech Zone and suzhou science and technology town, and all three areas have formulated their own measures to develop service outsourcing.

3. 1 Service Outsourcing Development Strategy of Suzhou Industrial Park

Since 2005, Suzhou Industrial Park has launched three major plans: industrial upgrading, technological leapfrogging and service industry multiplication. Service outsourcing has become an important part of the "service industry multiplication" plan. At present, the development measures of service outsourcing in Suzhou Industrial Park include: (1) strengthening the implementation of policies, giving financial support to key service outsourcing enterprises, injecting venture capital funds to serve domestic and foreign listings; (2) Strengthen market expansion at home and abroad. Make use of the resources of overseas students and Chinese managers of multinational companies to give full play to the advantages of multinational companies in the park and strive for more overseas orders; (3) Strengthen carrier construction. Accelerate the decoration and commercial facilities construction of service outsourcing industrial park; (4) Open up a green channel for introducing service outsourcing talents, rely on the main position of talent training, give full play to the enthusiasm of professional training institutions and enterprises, and form a multi-level training system.

Service outsourcing in industrial parks mainly focuses on four aspects: (1) software outsourcing. There are more than 200 software enterprises in Suzhou Industrial Park. In 2006, the export value of software outsourcing exceeded $80 million, an increase of 167% over 2005. (2) R&D outsourcing. Multinational companies such as Samsung, Emerson and Andrew set up R&D centers in industrial parks to provide R&D support for the Asia-Pacific headquarters and global departments of the head office; (3) Business process outsourcing. From call center to human resources, from third-party logistics to finance, logistics and other outsourcing businesses have been formed in industrial parks. More than 0/000 enterprises in Suzhou Industrial Park chose financial outsourcing, and about13 of the income of accounting firms came from various financial outsourcing businesses. (4) Design outsourcing. It is mainly a new product design provided by professional design companies for automobile, household appliances, machinery and other manufacturing enterprises.

3.2 Suzhou High-tech Zone Service Outsourcing Development Measures

Suzhou High-tech Zone has a good IT industry foundation and excellent investment environment, and has unique advantages in developing new software service outsourcing industry. According to our own situation and the development of service outsourcing, in May 2007, we put forward three key development areas of service outsourcing: First, focus on developing software service outsourcing. Mainly for software development, industrial design, technical services and other service outsourcing. Establish a software training base and train a large number of practical software talents; The second is to vigorously undertake the outsourcing of production services. Focus on the development of foreign trade logistics, business services and other production service outsourcing areas. Give full play to the "district-port linkage" effect of export processing zones and bonded logistics centers, form a strong free trade zone, and promote the leap-forward development of overseas logistics with development zone logistics as an important content; Third, actively expand R&D and design outsourcing. We will fully promote the construction of innovation carriers, introduce R&D institutions, actively introduce the concepts of R&D and design outsourcing, and launch the brand of "Suzhou Design".

3.3 suzhou science and technology town's service outsourcing development initiatives

Suzhou science and technology town is committed to building a software service outsourcing center in the Yangtze River Delta region and has formulated the following main measures: First, build four software service outsourcing bases: Microsystem Park, Software Park, Gaobo Software Vocational and Technical College and Software Building; The second is to establish and improve the public technical service platform. Accelerate the construction of public service platforms such as software and integrated circuit Jiangsu Branch (CSIP) and Cyberlab, and constantly optimize and integrate the endogenous environment of the software industry; The third is to increase investment in the software industry. Relying on the scientific and technological advantages of a number of leading software enterprises such as Ossur Software, actively introduce brand, flagship and chain software service outsourcing projects; The fourth is to form the effect of software talents and industrial agglomeration. Gradually improve the relevant supporting policies of the software industry, cultivate and introduce leading software talents with the role of driving and demonstrating, and accelerate the planning and construction of international cultural and creative industrial parks.
