You can't apply for the exam, and there will be an explanation in the announcement of the college.

Servicemen, civil servants (staff members) whose service period has not expired (including probation period), former civil servants or staff members who have been dismissed for less than five years, full-time students who are studying, and other persons who are not suitable for employment as stipulated by laws, regulations and rules are not allowed to enter the examination.

In addition, civil servants who have not completed their service years may not resign.
