The school was founded in 1993, formerly known as Heilongjiang Institute of Public Relations. In 2002, the government of Heilongjiang Province approved Heilongjiang Institute of Public Relations to cooperate with Harbin Institute in running schools and jointly run Harbin Institute of Public Relations. In 2005, Harbin Modern Public Relations Vocational College was established on the basis of the School of Public Relations of Harbin University.
