Progress in Wuhan East Lake National Independent Innovation Demonstration Zone

At present, Donghu High-tech Zone is promoting all the work in the first year of the demonstration zone one by one by carrying out the incentive and reward for the transformation of scientific and technological achievements into equity, technology and finance's reform and innovation, the government's independent innovation product procurement, the innovation of fiscal and taxation policies, the introduction and training of high-level talents, and the application for the establishment of a comprehensive bonded zone.

First, in terms of equity incentives and incentives for the transformation of scientific and technological achievements, Donghu High-tech Zone has formulated the Pilot Measures for Enterprise Equity and Dividend Incentives in Donghu National Independent Innovation Demonstration Zone and the Detailed Rules for the Pilot Work of Equity Incentives in Donghu National Independent Innovation Demonstration Zone in accordance with the spirit of Document No.8 of the Ministry of Finance and the Ministry of Science and Technology, which stipulates the contents of scientific and technological achievements' shareholding, transformation, equity incentives, equity sale and income sharing of scientific and technological achievements. Eight enterprises, including Postal Science Research Institute, MCC South and South China University of Technology, have been initially identified as pilot units, and some enterprises have submitted preliminary plans for equity incentives.

Second, in terms of reform and innovation in technology and finance, the preparatory work for the pilot work of the agency share transfer system has been improved. Set up five industrial development funds, including optoelectronics, biology, new energy, environmental protection and consumer electronics, and put forward specific plans such as setting up Optics Valley Bank and equity investment fund. We started the construction of credit rating system for small and medium-sized science and technology enterprises, drafted the Interim Measures for Promoting the Construction of Enterprise Credit System in Donghu National Independent Innovation Demonstration Zone, and formulated three specific implementation measures: enterprise credit loans, guarantee and financing compensation for small and medium-sized science and technology enterprises. Negotiate with China Development Bank, Industrial Bank and other financial institutions to promote commercial banks to carry out small and medium-sized enterprise credit loans financing business in Donghu High-tech Zone. High-tech Zone and Optics Valley Joint Equity Exchange study and formulate the equity trading scheme of unlisted joint-stock companies. Promote some enterprises to carry out pilot work of intellectual property pledge financing, and have approved loans of 40 million yuan.

Third, in the procurement of government independent innovation products, the Detailed Rules for the Implementation of Government Procurement of Independent Innovation Products in Donghu National Independent Innovation Demonstration Zone was drafted, and the Catalogue of Independent Innovation Products in Wuhan was issued. The procurement plan for the first batch of independent innovation products has been formulated, and it is planned to purchase new energy lighting and LCOS new display products in the demonstration area in advance.

Fourth, in the pilot project of fiscal and taxation policies to encourage innovation, Hubei Province and Wuhan City increased their financial support for Donghu High-tech Zone, and decided to extend the policy of full tax refund for enterprises in the zone to 20 13 years in the high-tech zone. At the same time, under the guidance of the Ministry of Finance, State Taxation Administration of The People's Republic of China and the Ministry of Science and Technology, the fiscal and taxation departments of various provinces and cities have conducted special investigations on tax policies in five aspects: technology research and development, achievement transformation, major special projects and emerging industries, innovative talents and entrepreneurship, science and technology and finance, and put forward policy suggestions that need the support of the national fiscal and taxation departments. At present, the Hubei provincial government is preparing to submit relevant policy suggestions to the relevant state departments for study.

Fifth, in introducing and cultivating high-level talents, we should speed up the innovation of talent policy and strive for a new breakthrough in incentive policy. Broaden the channels of talent introduction in an all-round way, organize delegations to the United States and other places to recruit overseas high-level talents, carry out activities such as "Overseas Scholars' Optical Valley Tour", and establish and improve a high-level talent information base. Pay close attention to the implementation of the strategy of Optics Valley Talent Zone, and through the "355 1 Talent Plan", a total of 67 high-end talents were introduced, with a funding of 98.8 million yuan.

Sixth, regarding the application for the establishment of a comprehensive bonded zone, the Hubei Provincial Government has submitted to the State Council a request for instructions on the establishment of a comprehensive bonded zone in the East Lake New Technology Development Zone. At present, the provincial and municipal commercial departments and Donghu High-tech Zone are organizing personnel to further demonstrate the establishment of a comprehensive bonded zone project, which will be reported to the General Administration of Customs.
