Measures of Wuhan Municipality for the Protection of Natural Gas High Pressure Pipeline

Article 1 In order to strengthen the protection of natural gas high-pressure pipeline facilities and maintain public safety, these Measures are formulated in accordance with the relevant provisions of the state and the Regulations of Wuhan Municipality on Gas Management. Article 2 These Measures shall apply to the protection and related management activities of natural gas high-pressure pipelines (hereinafter referred to as high-pressure pipelines) in this Municipality.

The protection of high-pressure pipeline facilities for long-distance natural gas transmission and internal high-pressure pipeline facilities of gas enterprises and gas users in front of urban natural gas receiving doors shall be implemented in accordance with the provisions of relevant laws, regulations and rules. Article 3 The term "high-pressure pipeline facilities" as mentioned in these Measures refers to:

(1) High-pressure pipelines for transporting natural gas;

(2) Anti-corrosion protection facilities for high-voltage pipelines, including cathodic protection stations, cathodic protection test piles, anode beds and stray current discharge stations;

(3) natural gas receiving gate station, pressure regulating station (room), valve (room), water collecting well (room), waste water pool and other high-pressure pipeline ancillary structures and compensators, radiation pipes and other related equipment;

(4) Safety identification signs of high-pressure pipeline facilities such as marker piles, test piles, mileage piles and warning signs;

(5) Fixing devices related to high-pressure pipelines such as pipe dikes, pipe bridges and pipe foundations. Article 4 The municipal and district gas administrative departments shall be responsible for the supervision and management of the protection of high-voltage pipeline facilities and the organization and implementation of these measures in accordance with the prescribed responsibilities.

Safety supervision, quality supervision, public security, planning, construction, transportation and other departments shall, according to their respective functions and duties, do a good job in supervision and management related to the protection of high-voltage pipeline facilities. Article 5 Enterprises operating high-pressure pipeline facilities (hereinafter referred to as high-pressure pipeline enterprises) shall abide by the following provisions:

(1) According to the Technical Specification for Anti-corrosion of Buried Steel Gas Pipelines in Cities and Towns formulated by the Ministry of Construction, the high-pressure pipeline is covered with anti-corrosion insulation layer and equipped with cathodic protection device.

(two) in accordance with the gas design specifications, set up permanent safety warning signs for high-pressure pipeline facilities, and ensure their integrity;

(three) to take corresponding protective measures for high-pressure pipeline facilities that are vulnerable to external collision, and set up safety warning signs;

(four) in accordance with the "technical regulations for operation, maintenance and emergency repair of urban gas facilities" and other safety management regulations formulated by the Ministry of Construction, increase investment in science and technology, regularly inspect and maintain high-pressure pipeline facilities, and eliminate potential safety hazards in time;

(five) to formulate the accident treatment plan for high-pressure pipeline facilities, and report it to the gas administrative department and the public security, safety supervision, quality supervision departments and the district people's governments along the high-pressure pipeline for the record;

(six) in accordance with the provisions of the completion of high-voltage pipeline facilities to the relevant departments for safekeeping;

(7) Discourage and stop acts endangering the safety of high-pressure pipeline facilities, and report to the gas administrative department, public security, safety supervision and quality supervision department in time when dissuasion and stop are ineffective;

(eight) to assist the government and its relevant departments to carry out publicity and education on the safety protection of units and individuals along the high-voltage pipeline. Sixth citizens, legal persons and other organizations have the obligation to protect high-voltage pipeline facilities; Have the right to stop acts that violate the regulations on the protection and management of high-pressure pipeline facilities. Article 7 According to the national gas design code, the area within the horizontal clear distance of 6.5 meters on both sides of the buried high-pressure pipeline wall is the safety protection scope of high-pressure pipeline facilities; The area within the horizontal clear distance of 6.5 meters to 50 meters on both sides of the pipe wall is the safety control range of high-pressure pipeline facilities.

The scope of safety protection and safety control of high-pressure pipeline facilities along the river, across the river, across the river and across the embankment shall be determined by the gas administrative department in conjunction with the relevant departments of water affairs, rivers and waterways in accordance with the relevant provisions of the state. Article 8 Within the scope of safety protection of high-pressure pipeline facilities, the following acts are prohibited except that high-pressure pipeline enterprises carry out relevant operations in strict accordance with relevant regulations:

(a) the construction of buildings, structures and installation of telephone poles and other facilities;

(2) Digging a pit to borrow soil;

(three) stacking heavy objects or rolling;

(4) Placing inflammable and explosive articles or dumping or discharging corrosive substances;

(five) planting trees, bamboo and other deep-rooted plants;

(6) moving, covering, altering, removing or damaging high-voltage pipeline facilities and safety protection signs;

(seven) worried about wires, ropes or drying clothes on high-voltage pipeline facilities;

(eight) welding, baking, blasting and other operations. Article 9 Blasting operations are prohibited within the safety control range of high-voltage pipeline facilities. Article 10 Where pipelines are laid, piling and excavation operations are carried out or buildings and structures are built within the safety control range of high-pressure pipeline facilities, the construction unit shall, jointly with the construction unit, put forward a special protection scheme for high-pressure pipeline facilities in accordance with the Regulations on the Administration of Work Safety in Construction Projects (the State Council Order No.393), which can only be implemented after consultation with high-pressure pipeline enterprises; Disputes arising from the scheme shall be settled by the gas administrative department after organizing experts to demonstrate.

Construction administrative departments shall, when examining and issuing construction permits for construction projects within the safety control scope of high-pressure pipeline facilities, examine whether there are safety construction measures for construction projects in accordance with the provisions of the Regulations on the Administration of Safety Production in Construction Projects. Without safety construction measures, construction permits shall not be issued.

If, after approval, engineering construction or other operations are carried out within the safety control range of high-pressure pipeline facilities, which may affect the safety of high-pressure pipeline facilities, high-pressure pipeline enterprises shall assign professional and technical personnel to the site for safety protection guidance.
