Main responsibilities of Panjin Human Resources and Social Security Bureau

(a) to implement the national and provincial policies, laws and regulations on human resources and social security, organize the drafting of normative documents on human resources and social security (excluding medical security, the same below) and the draft regulations of the municipal government and organize their implementation, and formulate the development plan of human resources and social security in the city.

(2) Formulate and organize the implementation of the city's human resources market development plan and human resources flow policy, undertake the comprehensive management of the municipal government's talent work, take the lead in promoting the structural reform of the talent supply side, guide the construction of the city's human resources market, and standardize the city's human resources market.

(III) Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving the public employment service system, formulating policies for employment and entrepreneurship support and assistance, improving policies related to the vocational qualification system, coordinating the establishment of a vocational training system for urban and rural workers, and taking the lead in formulating employment policies for college graduates.

Coordinate the selection of college graduates to work at the grass-roots level, formulate incentive policies for training high-skilled talents and rural practical talents in conjunction with relevant departments, formulate and organize the implementation of employment management regulations for people outside the country (excluding experts), undertake the analysis and judgment of employment situation and unemployment prediction and early warning, and maintain a stable employment situation.

(4) Coordinate the establishment of a social security system covering urban and rural areas, organize the implementation of urban and rural social insurance and its supplementary insurance policies, standards and measures for the transfer and connection of social insurance relations, and organize the implementation of basic old-age insurance policies for government agencies and institutions and measures for the management and supervision of social insurance and its supplementary insurance funds.

Prepare the draft of the city's social insurance fund budget and final accounts, participate in the formulation of the city's social insurance fund investment and operation policies, undertake the audit, prediction and early warning of social insurance funds, formulate response plans, and maintain the overall balance of payments and safe and stable operation of social insurance funds.

(five) in conjunction with the relevant departments to implement the wage and income distribution policy of public institutions, put forward implementation opinions, improve the normal wage growth and payment guarantee mechanism of enterprises and institutions, and implement the welfare and retirement policies of enterprises and institutions. (VII) Coordinate the implementation of the mediation and arbitration system for labor and personnel disputes, formulate labor relations policies and improve relevant coordination mechanisms, organize the implementation of the labor contract system, supervise the implementation of policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers, organize the implementation of labor supervision, coordinate workers' rights protection work, investigate and deal with major cases according to law, safeguard the legitimate rights and interests of migrant workers, coordinate and solve key and difficult problems related to migrant workers' work, and improve the petition work system of human resources and social security systems.
