Special measures must be reported to the public security organ at the next higher level for approval. The recruitment of auxiliary police should follow the principles of unified organization, openness and equality, and competition for the best. It is strictly forbidden to employ auxiliary police without unified recruitment procedures, and public security organs at all levels, various departments and grass-roots institutes (teams) are not allowed to organize the recruitment of auxiliary police themselves. To apply for the auxiliary police should meet the following basic conditions: (1) having the nationality of China people; (two) support the constitution of People's Republic of China (PRC), abide by national laws and regulations, and support the leadership of the China * * * production party; (3) Having good political quality and moral conduct; (four) eighteen years old and forty-five years old, of which the candidates engaged in law enforcement positions are not over thirty-five years old; (5) Having a junior college degree or above, among which the civilian auxiliary police should have a bachelor's degree or above, and retired soldiers and other personnel who meet the priority conditions of these regulations can be relaxed to a high school education when they participate in the recruitment of active auxiliary police; (six) have the ability to perform their duties, including the civilian auxiliary police should have the professional qualifications or special skills required to perform their duties; (7) Being in good health and having the physical quality to perform their duties normally; (eight) other conditions stipulated by laws and regulations.

Article 2 These Regulations shall apply to the recruitment, use, guarantee and supervision of police auxiliary personnel of public security organs within the administrative area of this Municipality.

Article 3 The auxiliary police of public security organs as mentioned in these Regulations (hereinafter referred to as auxiliary police) refers to non-people police personnel recruited for the society according to the development of social security situation and the actual needs of public security work, who provide auxiliary support for the daily operation and police activities of public security organs.
