How to Accelerate the Construction of Chongqing Pilot Free Trade Zone

How to seize the opportunity to implement the central requirements and build an inland free trade pilot zone? What difficulties and challenges does our city face in accelerating the construction of the Pilot Free Trade Zone? What should we do next? At the on-site handling meeting of "Proposal No.1" of the Fifth Session of the Fourth CPPCC, CPPCC members and heads of nine municipal departments expressed their opinions, shared good strategies and jointly promoted the construction of Chongqing Pilot Free Trade Zone.

"Proposal No.1" pointed out the key issues in the construction of the Pilot Free Trade Zone.

Luo Ting, member of CPPCC and secretary general of Chongqing Municipal Committee of Democratic Progressive Party, said that the construction of Chongqing Pilot Free Trade Zone needs to concentrate on solving key problems. For example, how to establish a streamlined and unified management platform and how to coordinate the supply of public services; Combined with the requirements of the construction of the Pilot Free Trade Zone, how to actively strive for and make full use of the pilot policy and do a good job of third-party evaluation, how to widely mobilize the enthusiasm of domestic and foreign enterprises, institutions and talents to participate in the construction, and how to enhance the surrounding areas and the general public's sense of dividends in the Free Trade Zone.

In this regard, "Proposal No.1" puts forward corresponding countermeasures from the aspects of improving the guarantee of the rule of law, optimizing the policy environment, establishing a scientific and efficient management system, enhancing core competitiveness, serving talents well, and building an inclusive and harmonious development environment. For example, speed up the formulation of the regulations of the China (Chongqing) Pilot Free Trade Zone, break down the policy barriers between different departments and different platforms according to the operational characteristics of the Pilot Free Trade Zone, realize comprehensive application, and give play to the advantages of policy aggregation; Explore the establishment of a management and operation system that combines unified management with graded responsibility, joint efforts to promote and independent operation, and improve the level of public services; Accelerate the gathering of market players and high-end elements in the Pilot Free Trade Zone, and foster the development of advantageous industrial clusters; Strengthen the construction of cadres in the Pilot Free Trade Zone, and strive to improve the opening quality, professional ability and service level.

The nine departments will focus on promoting the construction of the Pilot Free Trade Zone.

"At present, we are stepping up coordination and promoting various tasks in accordance with the deployment requirements of the municipal party Committee and the municipal government on the construction of the Chongqing Pilot Free Trade Zone." At the on-site handling meeting of the proposal, Xiong Xue, the organizer of proposal 1 and director of the Municipal Commission of Commerce, took the lead in giving a reply. He said that according to the central government's strategic orientation for Chongqing's opening up and development, combined with the characteristics of inland areas, we have explored and innovated in the investment management system, industry supervision system and financial field, and achieved certain results.

In the next step, the Municipal Commission of Commerce will make efforts in building a legalized, international and convenient business environment, cultivating new advantages of inland open economy, establishing a scientific and efficient management system, enhancing the driving force of radiation, strengthening the support of human resources and creating a good environment.

Relevant co-organizers put forward a series of measures in response to this proposal:

The Municipal Development and Reform Commission will focus on promoting the construction of the city's comprehensive logistics system, accelerating the formation of inland free trade procurement centers and supply chain financial centers, enhancing the depth and breadth of opening up, and supporting the construction of important national logistics hubs and inland international logistics hubs.

The Municipal Human Resources and Social Security Bureau will improve the introduction and use mechanism of overseas high-level talents, implement the "Hongyan Plan", introduce about 500 overseas talents and teams every year from 20 17, and improve the market-oriented talent introduction mechanism.

The Municipal Administration for Industry and Commerce will actively promote decentralization, accelerate the facilitation of registration of market entities, continue to promote the reform of online administrative examination and approval, and steadily promote the reform of enterprise name registration management system.

The Legislative Affairs Office of the municipal government will fully carry out research and demonstration with relevant departments as soon as possible, and promptly promote the formulation of relevant normative documents of the Chongqing Pilot Free Trade Zone.

The Municipal Finance Office will accelerate the innovative development of cross-border financial settlement services, cross-border investment and financing facilitation, cross-border financial service functions and financial risk prevention and control systems.

The Chongqing Management Department of the People's Bank of China said that it will further promote cross-border financial settlement, deepen the pilot of cross-border foreign exchange payment business of payment institutions, and effectively facilitate cross-border financing activities.

Chongqing Customs will make great efforts to improve the "single window" of international trade, establish a multimodal transport supervision center, build a smart port, and establish an electronic release service platform for Unicom ports and special supervision areas.

Chongqing Inspection and Quarantine Bureau will do a good job in promoting the innovation of inspection and quarantine system and build an innovation promotion system for inspection and quarantine supervision services in Chongqing Pilot Free Trade Zone.

CPPCC member's suggestion on promoting the construction of free trade pilot zone

Luo Xiaoming, member of CPPCC and vice chairman of BOC Group Investment Co., Ltd., suggested that financial reform and innovation should be taken as an important part of the construction of Chongqing Pilot Free Trade Zone, and the process of reform and innovation should be promoted step by step to ensure the smooth realization of the goals in each stage. Simultaneously promote the construction of financial risk management and control capabilities to prevent cross-industry and cross-market financial risks of various financial institutions.

Yang Yali, member of CPPCC and full-time vice chairman of Chongqing Municipal Committee of Democratic National Construction Association, suggested that the high-quality industrial and agricultural products in five functional areas of our city should be promoted to the world through the establishment of the Pilot Free Trade Zone.

Zhao Xiaohua, member of CPPCC National Committee and deputy director of Dazu State Taxation Bureau, suggested that Chongqing Pilot Free Trade Zone and Sichuan Pilot Free Trade Zone should carry out regional cooperation, resulting in dislocation development and reflecting regional differences. At the same time, on the basis of balanced urban development, we should pay attention to the linkage development with several existing bonded areas.

Zhao Fu, member of CPPCC and deputy chief engineer of Chongqing Planning, Design and Research Institute, suggested that we should seize the opportunity of setting up a pilot free trade zone, learn international practices and rules, give full play to the advantages of characteristic regions, and comprehensively promote the reform of various undertakings in our city.

Zhou Shaohui, member of CPPCC and special inspector of the Municipal Development and Reform Commission, suggested that more support should be obtained from relevant state departments, and the negative list management system should be implemented in light of Chongqing's reality. At the same time, improve the financial risk prevention and control system to effectively prevent financial risks in an open environment.
