1, preschool education is related to people's all-round development.

First of all, the biggest responsibility of the government is to maintain social equity and provide fair public services for every member of society. The government has the responsibility to create equal opportunities for preschool education for everyone. Secondly, the basic functions of the government are economic regulation, market supervision, management according to law and public services. A basic work of preschool education development is the planning of educational resources. Only the government can plan and practice the future preschool education level. Thirdly, the unbalanced development of preschool education determines that the government must make great efforts to coordinate urban and rural education and achieve balance through institutional transfer payments and education assistance projects, which is also the responsibility of the government. Therefore, the diversified garden-running system with the government as the model and social forces as the main body in preschool education does not mean that the government's responsibility is reduced. 3. Preschool education is the need of the situation.

Early childhood education has its particularity. Preschool education requires teachers to be high-quality and professional. At present, there are some problems in the professionalization of preschool teachers, such as the long-term shortage of teachers in public kindergartens, lack of social security, low pay and unstable ranks. These problems need to be solved urgently, and we need to work hard and innovate constantly to comprehensively improve the level of preschool education in our region.
Third, clear objectives.
The next three years will be three years of comprehensive transformation and accelerated development in this area. The industrial form, citizen structure, regional location and urban function of our district are all in transition. The whole region is transforming from a traditional industrial storage area to a commercial, commercial and residential area, and the future development direction is "suitable for business, living and traveling", which will inevitably bring about large-scale population agglomeration. In the next three years, the development goals of preschool education in our region are:
