First of all, the biggest responsibility of the government is to maintain social equity and provide fair public services for every member of society. Educational equity is the foundation of social equity, and preschool education is the equity of the starting point of life. The government has the responsibility to create equal opportunities for preschool education for everyone. Secondly, the basic functions of the government are economic regulation, market supervision, management according to law and public services. A basic work of preschool education development is the planning of educational resources. Only the government can plan and practice the future preschool education level. Thirdly, the unbalanced development of preschool education determines that the government must make great efforts to coordinate urban and rural education and achieve balance through institutional transfer payments and education assistance projects, which is also the responsibility of the government. Therefore, the diversified garden-running system with the government as the model and social forces as the main body in preschool education does not mean that the government's responsibility is reduced. 3. Preschool education is the need of the situation.

In the next three years, the development goals of preschool education in our region are:
