Article 2 These Measures shall apply to the administration and supervision of the auxiliary police personnel of the public security organs in this Municipality.

The measures referred to in police auxiliary personnel of public security organs (hereinafter referred to as police auxiliary personnel) refers to the staff who are openly recruited for the society, directly managed and used by public security organs, provide auxiliary support for police activities and related work of public security organs, and do not have the status of people's police, including police auxiliary personnel and service police auxiliary personnel.

Social forces such as security defense team members, security volunteers, village officials, and personnel engaged in internal logistics services such as security, catering and cleaning in public security organs do not belong to police auxiliary personnel.

Article 3 Auxiliary police shall, according to the arrangement of public security organs, engage in auxiliary police work under the command and leadership of the people's police of public security organs, and shall not enforce the law alone or in the name of individuals.

The behavior of police assistants in performing their duties according to law is protected by law, and the consequences of performing their duties are borne by their public security organs.

Article 4 The municipal and district people's governments shall strengthen their leadership over the management of police auxiliary personnel within their respective administrative areas, incorporate the construction of police auxiliary personnel into the national economic and social development plan, and guarantee the required funds.

City and district public security organs are responsible for the management of police auxiliary personnel. City, district organizations, finance, human resources and social security, health, veterans affairs and other departments in accordance with their respective responsibilities to do the relevant work.

Article 5 This Municipality shall, according to regional development, population size and geographical scope, reasonably determine the scale of police auxiliary personnel and scientifically allocate police auxiliary personnel. The employment quota of police auxiliary personnel shall be approved by public security organs, institutions and other departments.

Article 7 An auxiliary police shall meet the following conditions:

Article 8 Under any of the following circumstances, auxiliary police personnel shall not be recruited:

(1) Having received criminal punishment for committing a crime or being suspected of committing a crime, and the case has not yet been closed;

(two) for gambling, drug abuse, prostitution, whoring by administrative detention or other administrative penalties for public security;

(3) Being listed as the object of joint punishment for dishonesty according to law;

(4) Being expelled from public office or military service;

(five) other circumstances in which the state and this Municipality prohibit the recruitment of auxiliary police personnel.

Article 9 When recruiting police auxiliary personnel, under the same conditions, priority shall be given to the following personnel:

(a) the martyrs who died in the line of duty and the spouses and children of the people's police;

(2) Retired military personnel;

(4) Personnel with professional qualifications or special skills required for specific positions;

(four) other work that can be carried out with the assistance of police assistants as stipulated by the state and this Municipality.

Thirteenth service police auxiliary personnel can assist the public security organs to carry out the following work:

(a) patrol duty, public security inspection, maintaining public order in major state activities and large-scale mass activities. ;

(two) to divert traffic, discourage and correct traffic safety violations, collect traffic violation information, and maintain traffic order;

(three) to prevent and stop illegal and criminal work such as drug investigation and control;

(4) Accepting reports, registering cases, accepting evidence, collecting and inputting information involved, maintaining order at the scene of cases and incidents, and handling cases and incidents such as public security organs guarding and monitoring criminal suspects and keeping property involved;

(five) to accept the work of dealing with the masses for help, helping the injured and trapped people, and carrying out publicity and education;

(six) other work that can be carried out with the assistance of service police assistants as stipulated by the state and this Municipality.

Fourteenth police auxiliary personnel shall not engage in the following work:

(1) Handling matters involving state secrets;

(two) case investigation and evidence collection, issue an appraisal report, and identify the responsibility for traffic accidents;

(3) Implementing criminal compulsory measures;

(4) Making administrative decisions;

(5) Examining cases;

(6) Keep or equip weapons and police equipment;

(seven) other jobs that the state and this Municipality stipulate that police auxiliary personnel shall not engage in.

Fifteenth police auxiliary personnel during the performance of their duties, in accordance with the provisions, can be equipped with and use information collection and recording equipment, necessary duty and safety protection equipment; Police auxiliary personnel who have obtained the qualification certification of police dog technicians may use police dogs to engage in police auxiliary work in accordance with regulations.

Article 16 The public security organ shall, in accordance with the relevant provisions of the state, issue uniform work certificates, standard clothes and signs to police auxiliary personnel.

When performing their duties, police auxiliary personnel shall carry their work certificates, wear standard clothes and signs in accordance with the regulations; When leaving the post, the public security organ shall take back the certificates, clothes and logos issued.

Seventeenth police auxiliary personnel in the performance of official duties, one of the following circumstances, should be avoided:

(2) He or his close relatives have an interest in the case;

(three) I have other relations with the parties to this case, which may affect the impartial performance of duties.

Twenty-fourth public security organs should unblock the channels of complaints and reports, and promptly investigate and deal with complaints and reports of suspected violations of law and discipline in the performance of duties and management of police auxiliary personnel according to law.
