Chapter 1 General Provisions Article 1 is to strengthen the gas management of this city, safeguard the legitimate rights and interests of gas supply enterprises and users, regulate the gas market, ensure the safety of social public safety, improve environmental quality, and promote the gas industry development, these measures are formulated in accordance with relevant national laws and regulations and in conjunction with the actual situation of this city. Article 2 These Measures apply to the planning, construction, and operation of urban gas projects (including gas-fired vehicle filling stations) in this city, the production and sales of gas appliances, and the use and safety management of gas.
The term "city gas" as mentioned in these Measures refers to natural gas, liquefied petroleum gas and artificial coal gas used as energy to supply urban production and daily life. Article 3 The municipal and county construction administrative departments are responsible for gas management within their respective administrative regions.
The district construction administrative department, under the guidance of the municipal construction administrative department, is responsible for the management of urban gas within its jurisdiction.
Planning, environmental protection, industry and commerce, public security firefighting, quality and technical supervision and other departments shall strengthen the management of urban gas in accordance with their respective responsibilities and laws. Article 4 The development of urban gas in this city shall be based on the overall urban planning and the requirements of national economic and social development, and shall implement the principles of unified planning, supporting construction, adapting measures to local conditions, rational use of energy, and equal emphasis on construction and management. Article 5: The government encourages and supports scientific and technological research on urban gas, promotes advanced technology, and improves the scientific level of urban gas. Chapter 2 Planning and Construction Article 6 The municipal and county planning and construction administrative departments shall prepare an urban gas development plan based on the city's overall plan, national industrial policies, and local economic and social development needs, and submit it to the people's government at the same level for approval before implementation . Article 7 New construction, reconstruction, and expansion of gas projects must comply with the gas development plan and fire safety requirements, and the approval procedures for relevant construction projects must be handled in accordance with basic construction procedures.
The establishment of bottled gas supply points must be approved by the construction administrative department and the public security and fire department. Article 8 The design, construction and supervision of gas projects shall be undertaken by design, construction and supervision units with corresponding qualifications and shall strictly abide by relevant national technical specifications and standards. Article 9: The development of new areas and the renovation of old cities shall be accompanied by the construction of supporting gas facilities in accordance with the requirements of urban gas planning.
The supporting gas facilities for newly built or renovated residences in the pipeline gas supply area must be designed, constructed and accepted at the same time as the main project. Article 10 The equipment, materials, components, etc. used in gas projects must comply with the quality standards stipulated by the state. Article 11 The design review and completion acceptance of gas projects shall be carried out by the construction administrative department in conjunction with relevant departments. If the project has not been accepted or fails to pass the acceptance, it is strictly prohibited to deliver it for use. Article 12 No unit or individual may hinder or obstruct the construction and installation of approved public pipeline gas projects. Except as otherwise provided by laws and regulations. Chapter 3 Operation and Management Article 13 Pipeline gas shall be operated regionally and unified, and bottled gas shall be operated by multiple companies. Article 14: Gas operating enterprises must pass the qualification examination and be registered with the industrial and commercial administrative authorities before they can engage in business activities. Article 15 A gas operating enterprise shall not restrict users from purchasing gas appliances and related products produced and sold by the enterprise or a designated unit, nor may it restrict users from entrusting the enterprise or a designated installation unit to install gas appliances. Article 16 Urban gas operating enterprises must abide by the following regulations:
(1) The temperament and pressure of the gas supplied comply with national standards, ensure safe gas supply, and must not stop gas supply without reason;

(2) It is not allowed to provide gas sources for business operations to operators without gas business qualifications;
(3) It is prohibited to fill cylinders that have exceeded the inspection period, failed to pass the inspection, or are damaged; It is prohibited to use measuring instruments without calibration seals or certificates or that have exceeded the calibration period or have failed the calibration;
(4) It is prohibited to use tank trucks to directly fill liquefied petroleum gas into cylinders;
(5) Dispose of residual liquid in LPG cylinders in accordance with regulations;
(6) Other regulations that should be followed. Article 17 If a gas supply enterprise or distribution site changes, ceases operations, ceases operations, is divided or merged, it must submit an application to the construction administrative department 30 days in advance, and it can only be implemented after approval. Article 18: When it is necessary to adjust gas consumption, reduce gas supply pressure, or suspend gas supply due to construction and maintenance of pipeline gas facilities and other reasons, the gas operating enterprise shall notify users three days in advance. Exceptions are made where gas consumption needs to be adjusted due to emergencies.
Article 19: After receiving a repair report from a user, a pipeline gas operating enterprise shall promptly send personnel to the site for repair; if there is a gas leak, it shall immediately go to the site for emergency repairs. Article 20 Gas operating enterprises shall charge according to the gas price approved by the price administrative department. Chapter 4 Usage Management Article 21 Residents and units that need to use piped gas should submit an account opening application to the gas operating enterprise. After receiving the application, the gas operating enterprise shall go through the account opening procedures within 15 days for those who meet the conditions, and sign a gas supply and use contract with the user to clarify the rights and obligations of both parties. Article 22 Gas users shall abide by the following regulations:
(1) Use gas correctly according to usage rules;
(2) It is prohibited to misappropriate or transfer gas;
(3) Use cylinders that meet national standards and gas appliances that meet the city’s gas usage requirements;
(4) Pipeline gas users are not allowed to add, lighten, modify, or demolish fixed gas facilities without authorization and gas appliances;
(5) It is not allowed to heat, smash, invert, or expose liquefied petroleum gas cylinders or replace cylinder inspection marks;
(6) It is not allowed to pour bottled gas or dump residual liquid;
(7) The installation of water heaters, air conditioners and other equipment using piped gas as fuel must be approved by the gas operating enterprise and carried out by units with corresponding qualifications;
