Heilongjiang Communications Vocational and Technical College was founded in 1946. It is a public higher vocational and technical college approved by the Heilongjiang provincial government and put on record by the Ministry of Education, and is affiliated to the Education Department of Heilongjiang Province.

The college is located in Qiqihar, the second largest city in Heilongjiang Province. Formerly known as Qiqihar Railway Transport Workers College, the College is the national railway transport professional training base and the first batch of key higher vocational colleges in Heilongjiang Province. Over the years, through the efforts of several generations of faculty and staff, the college has developed into an ordinary college featuring transportation, mechanical engineering and electronic technology.

The college consists of five colleges: railway rolling stock, transportation management, civil engineering, telecommunication engineering and electromechanical engineering. Heilongjiang Communications Vocational and Technical College is a public higher vocational college. Its predecessor was Qiqihar Railway Transport Workers College, which was originally affiliated to Harbin Railway Bureau.
