College graduates recruited by enterprises established in rural areas are allowed to choose to settle in urban areas or county towns. For college graduates who work at the grassroots level in rural areas, they are allowed to choose to settle down between the city where their families are before entering school and the city where they attend colleges and universities. For college graduates who have not implemented their work units when they leave school, the file management institution shall waive the file storage service fee. According to my wishes, the school can transfer its household registration to the place where it was registered before entering school or keep it in the original university within 2 years. After the work unit is implemented, the household registration will be moved to the place where the work unit is located. For college graduates who have worked in their work units for more than 2 years, schools and archives management institutions will move their school accounts and files back to their pre-school domicile.
IV. Implementing the special vocational training plan
