Institutional reform of Anhui Academy of Agricultural Sciences

According to the spirit of the Implementation Opinions of Anhui Provincial Party Committee and Anhui Provincial People's Government on the Institutional Reform of Institutions Directly under the Provincial Party Committee and Government (Wanfa [22] No.21), Anhui Academy of Agricultural Sciences is an institution directly under the provincial government, and it is a comprehensive research institution of agricultural sciences in our province. The function allocation, internal organization and staffing plan of Anhui Academy of Agricultural Sciences (hereinafter referred to as the Academy of Agricultural Sciences) are as follows: According to the tasks and requirements of the Academy of Agricultural Sciences in the new period, the responsibilities of the Academy of Agricultural Sciences are appropriately adjusted.

(1) Strengthen agricultural scientific and technological innovation to serve the development of agriculture and rural economy, increase farmers' income and build a well-off society in an all-round way.

(2) highlight the legal person status of independent institutions of research institutes, strengthen their responsibility and power for career development, and enhance their self-development ability to meet the needs of the socialist market economy and the development of agricultural science and technology.

(3) Promote the socialization reform of logistics, and hand over the logistics service function of hospital organs to the service center of hospital organs. According to the above-mentioned function adjustment, the main responsibilities of the Provincial Academy of Agricultural Sciences are as follows:

(1) Organizing all units under the Academy to carry out basic experimental research, development and application research of agricultural science.

(2) around the present situation and development trend of Anhui agriculture, we should strengthen the research on agricultural high and new technology, especially biotechnology and information technology, the protection of agricultural environmental resources, the development and research of green food, the development and research of agricultural technology and the intermediate test and popularization of new varieties.

(3) Organize and undertake research on major issues in the development of agriculture and rural economy in the province, and provide scientific basis for the decision-making of the provincial government and relevant departments.

(4) organizing agricultural academic exchanges, technical cooperation and training of scientific research personnel.

(5) to guide the research work of agricultural science in cities and counties.

(6) cooperate with relevant departments to do a good job in promoting scientific research achievements, helping the poor through science and technology, going to the countryside through science and technology, consulting and providing technical training.

(7) To undertake research tasks assigned by the Ministry of Science and Technology, the Ministry of Agriculture and China Academy of Agricultural Sciences; To undertake other tasks assigned by the provincial government. According to the above responsibilities, the Provincial Academy of Agricultural Sciences has six offices and party committees.

is responsible for drawing up the medium and long-term scientific research plan and annual implementation plan of the hospital; Responsible for reporting relevant scientific research projects to the state and provinces, ministries and institutes, carrying out inspection on the implementation of the project plan, and undertaking the work of scientific research statistics and annual reports; To be responsible for the prediction, pilot test, demonstration and popularization of scientific research achievements; Responsible for poverty alleviation through science and technology and related work of going to the countryside through science and technology; To be responsible for managing the scientific research and development fund of the Institute; To undertake the daily work of the academic Committee of the Academy.

(3) The Science and Technology Industry Department

is responsible for publicizing and implementing national and provincial laws, regulations and policies on agricultural science and technology industry; To be responsible for drafting the long-term development plan and annual plan of the institute's science and technology industry, and organizing the implementation, supervision and inspection; Responsible for managing and guiding the development and operation activities of the institute's science and technology industry.

(4) Planning and Financial Management Office

is responsible for compiling the annual financial plan and budget and final accounts of the hospital, and organizing their implementation; Responsible for the management of all funds inside and outside the hospital budget; Responsible for the management and supervision of state-owned assets in the hospital.

is responsible for the establishment and personnel management of hospital organs and directly affiliated institutions; Responsible for professional and technical job evaluation, labor management, education and training of cadres and workers in the whole hospital; Be responsible for the management and service of retirees in the hospital.

responsible for the party's discipline inspection and administrative supervision of the hospital organs and directly affiliated units.
