Now we put forward the following opinions on improving the wages and benefits of full-time community workers in Hangzhou.
I. Scope and implementation standards of full-time community workers
Full-time community workers refer to full-time members of community party organizations (including party branches, general party branches and party committees, the same below), full-time members of community neighborhood committees and other community workers whose work contents are specific clients.
1. Full-time members of community party organizations, including secretaries, deputy secretaries and members engaged in community party affairs.
2. Full-time members of community neighborhood committees, including directors, deputy directors and members of neighborhood committees who are engaged in community work.
3. Other community workers who work with specific clients. Including staff engaged in management services such as temporary residents, enterprise retirees, unemployed people and families with difficulties.

II. Contents and standards of wages and benefits
The wages and benefits of full-time community workers in urban areas are composed of five parts: salary for years of service, bonus and benefits, subsidy (subsidy), housing accumulation fund payment and social insurance payment.
(I) Salary for years of service
The salary for years of service for full-time staff in the community shall be linked with the salary. The salary standard of minimum community working years for the new job-holders, and the salary of post working years will be adjusted accordingly with the change of post and community working years, and the salary will be promoted to one grade every year. (II) Bonuses and welfare standards
1. Fixed bonus. 3 yuan per person per month.
2. Management by objectives reward. On the basis of the standard of 2 yuan per person per year, combined with the actual balance of wages and benefits of full-time community workers in that year, the year-end assessment and other factors were approved, and the grades were opened according to their positions.
(III) Supplementary (Tianjin) Sticker Standard
The supplementary (Tianjin) Sticker for full-time community workers includes five contents: post allowance, price allowance, heatstroke prevention and cooling allowance, national holidays plus (value) shift fee and professional title allowance.
1. Post allowance: 6 yuan per person per month for the principal, 4 yuan per person per month for the deputy and 3 yuan per person per month for the members of the community;
2. Price subsidy: 35 yuan per person per month;
3. heatstroke prevention and cooling subsidy: 11 yuan per person per month, and the payment month is from June to September (4 months);
4. national holidays plus (value) class fee: approved according to the standard of 15 yuan per person per month.
5. Title subsidy: 3 yuan, 2 yuan and 1 yuan will be given monthly title subsidies respectively for those who have obtained the professional qualification certificates of senior social workers, social workers and assistant social workers and are engaged in community social work.
(4) Housing accumulation fund
Full-time community workers enjoy the municipal housing accumulation fund in a unified way, and units and individuals pay 12% of their total wages respectively, which are included in the individual housing accumulation fund account and owned by individuals. The part paid by the individual is withheld from his salary every month by the unit and remitted.
(V) Social insurance
The social insurance for full-time community workers includes five items: basic old-age insurance, unemployment insurance, basic medical insurance, maternity insurance and industrial injury insurance.
1. The standard of social insurance premium paid by the company is as follows:
(1) Basic old-age insurance premium: 19%;
(2) Unemployment insurance premium: 2%;
(3) basic medical insurance premium: 11.5%;
(4) Maternity insurance premium: .6%;
(5) industrial injury insurance premium: .4%.
the above-mentioned social insurance premium paid by the unit shall be determined according to the total wages of all full-time community staff of the unit in that month. The total salary includes the sum of the salary for the years of service, bonus and welfare, and subsidy (allowance).
2. The standards of social insurance premium paid by individuals are as follows:
(1) Basic old-age insurance premium: 8%;
(2) On-the-job outpatient medical insurance premium: 2%;
(3) Medicaid funds for major diseases: 3 yuan every month;
(4) mutual relief funds for medical difficulties: 1 yuan every month;
(5) Unemployment insurance premium: 1%.
the basic old-age insurance premium paid by individuals, the funds in the personal account of the on-the-job outpatient department and the unemployment insurance premium shall be determined according to the average monthly salary of the previous year, which shall be withheld and remitted by the unit every month.
III. Other matters
(1) The urban area of Hangzhou referred to in this notice does not include Xiaoshan District and Yuhang District.
(2) The funds required for various wages and benefits listed in this notice (including social insurance and housing accumulation fund paid by the unit) are guaranteed by the municipal and district finance at a ratio of 5%. For other personnel approved in accordance with the principle of "fee with the matter", their wages and benefits shall be implemented in accordance with the original caliber and standards.
(3) The salary promotion for post years shall be implemented on July 1st every year after passing the examination in the street (township). Newly promoted, combined with my salary standard for the next year's post years, will be put into the salary standard for any post years nearby; If the post is reduced, the salary standard of the corresponding post shall be set according to my working years. Fixed bonus and welfare and overtime (value) class fees shall be paid monthly.
(4) this notice shall be implemented as of July 1, 28. The salary of the service life of community workers shall be changed at one time according to the current standards and combined with my current position and community service life. (5) The Municipal Finance Bureau, the Civil Affairs Bureau and the Municipal Labor and Social Security Bureau are responsible for the interpretation of the expenditure standards and project caliber involved in this notice. If the above standards are adjusted, the new standards shall prevail.
(6) Xiaoshan District, Yuhang District and counties (cities) may formulate specific measures in light of local conditions and with reference to this circular.
