Continuous payment of social insurance in Beijing for 7 years or more: the applicant has paid social insurance for 7 years in Beijing (the accumulated payment record is not more than 5 months), and the payment of various insurances such as pension, medical care, unemployment, work injury and maternity is in line with the relevant regulations of Beijing social insurance.

4. No criminal record.

Second, the conditions for refuge and settlement:

(1) Conditions for husband and wife to take refuge:

1. The applicant is 45 years old and has been married for 10 years;

2. The applicant is over 46 years old and under 55 years old, and has been married for 5 years;

3. If the applicant is over 55 years old, he should have been married for 2 years;

4. The accompanying children are underage children under the age of 18, and they are in line with the relevant family planning policies of our city;

5. The only child can't be over 25 years old, unmarried and unemployed (the only child refers to the child born by the original husband and wife after marriage);

6. The person who took refuge was not agricultural registered permanent residence.

(2) Conditions for children to take refuge:

1, the asylum target is 18 minors, which is in line with the city's family planning policy;

2. Parents are registered in Beijing and have housing. (If the parents have no room, it is a collective account of the unit, and it is necessary to issue a certificate that the unit agrees to enter the household. )

(3) Conditions for the elderly to take refuge:

The applicant is male over 60 years old and female over 55 years old (both husband and wife need to apply at the same time). The applicant has no children in other provinces and cities, and the person taking refuge in this city is not agricultural registered permanent residence. He has a legal permanent residence in Beijing.

(four) the conditions for retired people to take refuge in their children:

1. Both husband and wife have reached retirement age and gone through retirement formalities. Cadres are 60, women are 55, workers are 55 and women are 50;

2. The applicant has no children in other provinces and cities;

3. Have a legally fixed residence in Beijing.

Three. Conditions for international students to settle down:

1. Studying abroad for more than one year (if you stay abroad for 360 days and return to China halfway, the time during your return to China is not counted as 360 days).

2. Master's degree or above from a foreign university recognized by the Ministry of Education of China.

3. Submit an application for settlement within 2 years from the date of entry and return to China. It means that the interval from the day you return to China to the time you receive the notice from the study abroad service center and hand over the settlement materials to the study abroad service center cannot exceed two years.

4. Before submitting the application, you need to negotiate with the employer, whether the employer has the qualification to settle down, and whether the qualification to settle down is given to you. Not every enterprise has the qualification to settle in.

5. Labor and personnel relations have been signed with the employer in Beijing, and the term of the labor contract must be more than 1 year, and they must participate in social security. You need to pay social security for more than 3 months to be eligible to submit an application. In principle, the unit that helps you to settle down must be the first unit that you work in Beijing after returning to China.

Five, talent introduction and settlement conditions:

Article 1 In order to thoroughly implement the spirit of household registration system reform, adhere to and strengthen the strategic positioning of the capital city, further strengthen population services and management, and gradually and orderly promote the permanent population who have worked and lived in Beijing for a long time to settle down, these Measures are formulated in accordance with the actual situation of this Municipality and relevant laws, regulations and rules.

Article 2 The term "settlement of points" as mentioned in these Measures refers to the establishment of an index system and the assignment of a certain score to each index. Applicants whose total score reaches the prescribed score may apply for permanent residence in this city.

Article 3 Adhere to the principles of fairness and justice, total amount control, stock priority and orderly advancement, and steadily implement the policy of settlement of points.

Article 4 An applicant applying for settlement of points shall meet the following conditions at the same time:

(1) Holding the residence permit of this Municipality;

(2) Not exceeding the statutory retirement age;

(3) Having paid social insurance continuously in Beijing for 7 years or more;

(4) No criminal record.

Article 5 The index system for settlement of points consists of legally stable employment, legally stable residence, education, occupation and residence, innovation and entrepreneurship, tax payment, age, honor recognition and law-abiding records. The total score is the cumulative score of each index.

(a) legal and stable employment indicators and scores

The applicant has signed a formal labor contract with the employer in Beijing and worked continuously 1 year or above, or invested and started a business in Beijing and operated continuously 1 year or above, or registered as an individual industrial and commercial household in Beijing and operated continuously 1 year or above; Take the years of continuous payment of social insurance as the scoring standard of legal and stable employment years, and pay 3 points for each full 1 year.

(two) legal and stable residence index and score

The applicant has his own residence and has obtained the house ownership certificate of this Municipality; Or sign a formal housing lease contract, legally rent the residence that meets the relevant provisions such as registration and filing, and pay taxes according to law; Or live in a dormitory provided by the employer with legal property rights. Applicants must have lived continuously for 1 year or more. Every full 1 year/minute of continuous residence in the own property right residence, and every full 1 year of continuous residence in the legally rented residence and unit dormitory is 0.5 point. If the number of years of continuous residence exceeds the number of years of social insurance payment, the number of years of continuous social insurance payment shall be regarded as the number of years of continuous residence.

(3) academic indicators and scores

Applicants who have obtained national education series and academic qualifications (degrees) recognized by the Ministry of Education can get corresponding points. Specifically, it is divided into: junior college (including higher vocational education) 10.5, undergraduate education and bachelor's degree 15, postgraduate education and master's degree 26, and postgraduate education and doctoral degree 37. The recognition of academic qualifications (degrees) shall be based on the highest academic qualifications (degrees) obtained by the applicant and shall not be accumulated. The points of continuous payment of social insurance years and continuous residence years during the period of obtaining academic qualifications (degrees) are not accumulated with academic qualifications (degrees).

(four) the index and score of occupation and residence

Since the date of implementation of these Measures, if the applicant's household registration is transferred from six districts (Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District and Shijingshan District) to other administrative areas of this Municipality, 2 points will be added for each full 1 year, with a maximum of 6 points. If the applicant's place of employment and residence is transferred from the sixth district of the city to other administrative areas of the city, 4 points will be added for each full 1 year, with a maximum of 12 points.

(five) innovation and entrepreneurship indicators and scores

Applicants who have won national or municipal awards in the fields of science and technology, culture, innovation and entrepreneurship competitions can get corresponding points. Among them, the highest score of the national prize is 12, and the highest score of the municipal prize is 6. Only the highest score is calculated, and no extra points are accumulated.

Applicants who are senior managers and core technicians in national high-tech enterprises and meet certain conditions in terms of shareholding ratio and salary income. , you will get 2 points for each job 1 year, with a maximum of 6 points.

If the applicant invests in or works in a startup enterprise that meets certain conditions in the recognized technology business incubator and creative space, and meets certain conditions in terms of investment amount, shareholding ratio, salary income, etc. 2 points for every 65,438+0 years of investment or employment, with a maximum of 6 points.

Applicants who invest in or hold positions in recognized technology business incubators, creative spaces, technology transfer service institutions or professional technology service institutions, and meet certain conditions in terms of investment amount, shareholding ratio, salary income, etc., will receive a maximum of 3 points for each investment or position 1 year plus 1 point.

The above-mentioned innovation and entrepreneurship indicators do not accumulate points, and only the highest points are counted if they meet a number of points.

(six) tax indicators and scores

If the applicant has paid taxes continuously in the past three years and meets one of the following conditions, add 6 points: the annual personal income tax on wages, salaries and labor remuneration is more than 6,543,800 yuan; Investors of a sole proprietorship enterprise, natural person shareholders of a limited liability company, and investors of a legally registered partnership enterprise calculate the tax amount according to the proportion of their capital contributions, and the average annual tax amount is more than 200,000 yuan. The above points do not add up.

Since the date of implementation of these Measures, individuals, enterprise legal persons and individual industrial and commercial households with tax-related illegal records apply for settlement of points, and each record will be reduced by 12.

(seven) age index and score

If the applicant is under 45 years old, add 20 points.

(eight) honor recognition index and score

If the applicant wins one of the following honors, add 20 points: being selected as a model worker at or above the provincial or ministerial level; National moral model or capital moral model; Be a hero model of the whole country or a good citizen of the capital. Where there are other provisions on commendation by the state, such provisions shall prevail. The above points do not add up.

(9) compliance record indicators and scores

Since the date of implementation of these Measures, if the applicant is punished by administrative detention by the public security organ for violating the relevant laws of this Municipality, each administrative detention record will be reduced by 30 points.
