Xingcheng is a county-level city under the jurisdiction of Liaoning Province, which is managed by Huludao City. It is located in the southwest of Liaoning Province, in the east of Huludao City, in the middle of Liaoxi Corridor, with a warm temperate and semi-humid continental climate, adjacent to four counties, with a total area of 2 1 13 square kilometers.

By the end of 10 in 2022, Xingcheng had five streets, seven towns (including four ethnic towns), 12 ethnic townships and 1 Xingcheng enclave economic zone.
