Are the Environmental Protection Bureau and the Environmental Sanitation Bureau a unit?

Environmental protection bureau and environmental sanitation bureau are not the same unit. The Environmental Protection Bureau is subordinate to the Ministry of Environmental Protection, and is mainly responsible for the national environmental pollution control and ecological protection. The Environmental Sanitation Bureau is subordinate to the Ministry of Health, and is mainly responsible for the environmental sanitation management of cities and communities, including garbage removal and management of public toilets. There is a difference between responsibility and subordination.
