Measures for the Administration of Planning and Construction of Dalian Jinshitan National Tourism Resort

Article 1 In order to strengthen the planning and construction management of Dalian Jinshitan National Tourism Resort (hereinafter referred to as the resort) and ensure the implementation of the overall planning of the resort, these Measures are formulated in accordance with the Urban Planning Law of People's Republic of China (PRC), the Regulations of Dalian Municipality on Urban Planning Management and other relevant provisions. Article 2 These Measures shall be implemented by all units and individuals who plan construction land and engage in various types of construction in the resort area. Article 3 Dalian Jinshitan National Tourism Resort Management Committee (hereinafter referred to as the Resort Management Committee) is the competent authority for the planning and construction management of the resort, and shall conscientiously do a good job in the preparation and implementation of the resort planning and the examination, approval, supervision and management of construction projects in accordance with these Measures. Article 4 The overall planning of the resort shall be compiled by the resort management committee and implemented after being approved by the Municipal People's Government.

The overall planning of the resort should be coordinated with the overall planning of Dalian Jinshitan National Key Scenic Spot. Article 5 Units and individuals applying for construction land for resorts shall apply to the planning and construction management department of resorts with the approval documents of construction projects, and the planning and construction management department of resorts shall verify the location and boundaries of land use, put forward planning and design requirements, and issue planning permits for construction land. Article 6 Units and individuals who build, expand or rebuild buildings, roads, pipelines and other facilities in the resort shall submit the construction land planning permit, land use approval documents and detailed planning and design drawings to the planning and construction management department of the resort for examination and approval, and issue the construction project planning permit before going through the commencement formalities. Article 7 The design and construction of various projects in the resort area shall be undertaken by qualified design and construction units, and be responsible for the safety and quality of design and construction.

The design scheme of various projects in the resort should be approved by the planning and construction management department of the resort. Eighth construction projects in the resort bidding, unified management by the resort planning and construction management department. Except for special construction projects that must be approved by the resort management committee and the designated construction unit, all other construction projects shall be subject to tender. Ninth temporary construction in the resort, should go through the formalities for examination and approval of temporary construction in the planning and construction management department of the resort. Tenth temporary buildings and other facilities, must be removed before the expiration of the approved use, and clean up the site as required; During the service period, the resort should be demolished unconditionally when it is needed for construction. Eleventh resort planning and construction management departments may, according to the planning requirements, inspect and complete the acceptance of the construction projects in the resort. The construction units and individuals in the resort area shall submit relevant completion materials to the planning and construction management department within six months after the completion acceptance. Article 12 In case of violation of these administrative measures, the administrative department in charge of planning and construction of the resort shall, depending on the seriousness of the case, give punishments such as ordering to stop construction, demolishing without compensation within a time limit, confiscating new buildings and other facilities, imposing fines, and revoking the planning permit for construction land and the planning permit for construction projects. Thirteenth management measures shall be interpreted by Dalian Jinshitan National Tourism Resort Management Committee. Article 14 These Administrative Measures shall come into force as of the date of promulgation.
