How to apply for the designated organization of Qingdao Disabled Persons' Federation

1. the guardian of a disabled child applies to the county-level disabled persons' Federation where the disabled child's household registration is located (where the residence permit is issued). The guardian may also entrust others, social organizations and social assistance agencies to apply for it.

2. Review. For urban and rural minimum living guarantee families, disabled children from poverty-stricken households with established files, and disabled children taken in and raised by child welfare institutions, as well as disabled orphans and disabled children included in the scope of support for extremely poor people, the county-level disabled persons' Federation will make a decision after comparing relevant information with the civil affairs and poverty alleviation departments. The procedures for examining applications for assistance from disabled children from other economically disadvantaged families shall be formulated by local people's governments at or above the county level.

3. Rescue. Those who meet the requirements after examination shall be independently selected by the guardians of disabled children to receive rehabilitation services at designated rehabilitation institutions. When necessary, medical and rehabilitation institutions designated by local disabled persons' federations at or above the prefecture level and health departments shall make further diagnosis and rehabilitation needs assessment. Designated rehabilitation institutions shall be selected and determined by local disabled persons' federations at or above the county level in conjunction with health, education, civil affairs and other departments in accordance with the principle of open selection.

4. Settlement. The expenses incurred in receiving rehabilitation services in designated rehabilitation institutions shall be directly settled by the financial department at the same level and the designated rehabilitation institutions after being audited by the county-level disabled persons' Federation, and the settlement period shall be determined by the financial department at the same level in consultation with the county-level disabled persons' Federation.
