Notice on Adjusting the Relevant Regulations on the Review of Engineering Series Professional Titles
Relevant units and personnel in the city:
In order to further standardize the professional title review work and provide better services In order to promote the social and economic development of Suzhou and serve the majority of professional and technical personnel, starting from 2014, some adjustments will be made to the current evaluation regulations for engineering series professional titles. In order to let relevant professional and technical personnel understand the situation as soon as possible and make timely preparations, this notice is issued. The specific matters are as follows:
1. Issues about local professional titles
According to the instructions of the provincial department, starting from 2014, our city will completely stop the review of local professional titles. Specialized personnel with existing local professional titles will be transferred to national professional titles according to the following methods:
1. Personnel who have held Suzhou local intermediate or junior professional titles for two years or more can apply for transfer to the corresponding national series of professional titles, and their tenure starts from the time they obtain the national professional titles.
2. Personnel with local senior professional titles in Suzhou can apply to be transferred to national intermediate professional titles, and their tenure starts from the time they obtain the local senior professional titles.
3. If the above-mentioned personnel fail to pass the professional title computer examination, they can apply to participate in computer training courses designated by the Suzhou Municipal Professional Title Office (the training courses are organized by each city according to the situation, and the registration method, time, and location will be notified separately). Only those who pass the training results can apply.
This will apply to those who did not obtain a certificate because they failed to pass the computer proficiency test before 2012 under the "evaluation first, test second" policy.
4. The application period starts from 2014 and ends at the end of 2016, and is carried out together with the review work of that year. Individual personnel who have not applied within the time limit can take the professional title computer proficiency test and obtain a certificate before applying. In areas where there are a large number of re-applications, with the consent of the Municipal Professional Title Office, the application can still be handled in accordance with the provisions of Article 1, Item 3.
2. Issues regarding application and acceptance work
1. All cities (districts) must strictly carry out the preliminary review work. Those that do not meet the conditions will not be accepted. The materials for exception declarations must be strictly checked against the conditions. Explanatory materials and handling opinions must be issued for the submitted materials for exception declarations (format: name, unit, Exception content, exception conditions, handling opinions). At the same time, policies and disciplines must be communicated to the reporting units and personnel, special situations must be reported in a timely manner, and responses must be carefully prepared.
2. Application materials should meet the following requirements:
(1) Academic certificates must be verified on the China Academic Information Network. If they cannot be verified, other supporting materials other than certificates must be provided (student registration form, foreign academic qualifications certified by the Ministry of Education) , official certificate from the school of graduation, etc.). The preliminary review department is responsible for reviewing the completeness of the materials, and the Suzhou Professional Title Evaluation Center (hereinafter referred to as the "Evaluation Center") is responsible for reviewing the authenticity and validity of academic qualifications.
(2) The social security certificate shall be verified by the department responsible for the preliminary examination together with the local social security center. Affiliation review will be regarded as fraud and the unit and individual will be held accountable. The professional title review regulations for expatriate personnel of enterprises headquartered in Jiangsu will be notified later.
(3) The performance and results shall be proved by the unit where the employee works, and the employee shall bear joint and several liability.
(4) The professional working years are calculated from the year when the person obtains a technical secondary school degree or above in this major or related majors to the year before applying for the current professional title (excluding the year of application). Those who do not have the required academic qualifications or post-graduate qualifications must provide valid proof of professional working experience.
(5) Papers, books or professional articles must be written by yourself and related to your professional work. Papers will be reviewed and reported by a third party designated by the Municipal Professional Titles Office. Paper plagiarism is determined according to the following standards:
① Continuously citing other people’s works for more than 200 words without indicating the source.
②Using data, charts and other content published by others without authorization or without indicating the source.
③ Copying the original text or copying other people’s works by changing individual words, phrases and rearrangements and the content exceeds 15 of the total number of words written by me (quoting laws and regulations, government documents, current affairs news, famous quotes, classic words Poems, ancient books, recognized principles, methods and formulas, general numerical tables, etc. are excluded)
④ Translate the documents directly or change the words, rearrange the order of sentences, etc. in the translation and use it in your own paper , and the total number of words exceeds 15 of the total number of words in the paper written by me.
⑤ Copying experimental results, analysis, system design and problem solutions from other people’s papers or works without citing the source or explaining the source of reference.
⑥Other acts deemed as plagiarism by the professional title review committee.
If plagiarism has been identified and the proportion of repeated content in the total number of words is less than 30%, it is considered mild plagiarism; 30 to 50% moderate plagiarism; more than 50% serious plagiarism. Plagiarism will be punished according to varying degrees.
(6) For collective award-winning projects, the unit shall provide supporting materials or search paths, and a list of project leaders (format: name of the winning project, awarding unit, award time, name, position, and professional title of the main person in charge). For individual award-winning projects, the individual shall provide the above materials, and the unit to which he/she belongs shall provide proof and bear joint and several liability. The evaluation center is responsible for establishing the award catalog and the files of the main persons in charge of award-winning projects to prevent the proliferation of awards and the phenomenon of one award being used for multiple purposes.
(7) Starting from 2014, the Evaluation Center will jointly establish integrity files for professional personnel with the Suzhou Municipal Personnel Examination Center. Anyone who commits fraud, cheating, etc. in the professional title review, professional and professional title examinations will If found, it will be recorded in the integrity file, and penalties such as warnings and notifications, delay in applying for professional titles or taking relevant examinations, cancellation of professional titles, and professional qualifications will be given in accordance with regulations. If a unit commits collective fraud, the collective declaration of the unit will not be accepted within three years. The specialized personnel of the unit shall declare on their own, and the relevant materials shall be certified by a third party (competent department, industry association designated by the Professional Title Office, etc.).
3. Issues about continuing education for technical personnel
According to the requirements of the provincial department, starting from 2014, our city will comprehensively carry out continuing education for technical personnel. In accordance with the document requirements of the "Notice on Issuing the Implementation Opinions on Continuing Education for Professional and Technical Personnel in Suzhou" (Suzhou People's Insurance Company [2013] No. 7), technical personnel must complete annual learning tasks as required and complete the credits. At present, the Suzhou continuing education platform for professional and technical personnel has been opened (), and the first batch of continuing education bases for technical personnel has been confirmed and announced (the list is attached). The specific requirements are as follows:
1. According to regulations, the duration of continuing education for mid-level professional and technical personnel shall not be less than 12 days or 72 hours per year, and the duration for junior professional and technical personnel shall be no less than 7 days or 42 hours of continuing education per year. For detailed calculation methods, please refer to the "About Issuance of lt;Notice on the Implementation Opinions on Continuing Education for Professional and Technical Personnel in Suzhou City" (Su People's Insurance Special [2013] No. 7).
2. Professionals must study through online learning platforms, training projects recognized by the Suzhou Municipal Professional Titles Office, and planned training classes held by continuing education bases before continuing education hours can be calculated based on study hours.
3. Professional training projects in various industries must be approved by the municipal competent department (if there is no competent department, they shall be recognized by the Municipal Professional Title Office or relevant industry associations) and then the credit hours shall be calculated based on the completion certificate.
4. Encourage qualified social training institutions to actively participate in the continuing education of professional and technical personnel. All those who meet the conditions specified in the "Notice on Issuance of Suzhou Continuing Education Base Management Measures for Professional and Technical Personnel" (Su People's Insurance Special [2013] No. 9) All social training institutions can apply for continuing education bases and focus on carrying out professional training in this industry (field) according to their respective characteristics.
5. In order to do a good job in the connection work and ensure the rights and interests of the majority of professional personnel, the continuing education credits of professional personnel will be calculated starting from 2014 (the hours of study in 2013 according to the above regulations can be included in the calculation of 2014). Those who participated in the review in 2014 will be counted as credit hours in that year, those who participated in the review in 2015 will be counted as credit hours in 2014 and 2015, and so on. There is no requirement to apply for junior professional titles.
6. If the academic hours cannot meet the standard due to the failure of online learning platforms and continuing education bases to provide corresponding professional training subjects, the evaluation results will not be affected.
IV. Other provisions
1. The Evaluation Center releases the "Suzhou Professional Title Evaluation Work Arrangement Schedule" in January every year. Relevant units and individuals are requested to apply in time according to the time requirements. In order to strictly enforce the evaluation discipline, no applications will be accepted after the deadline.
2. The review of senior professional titles in 2014 will still be conducted by review plus interview. In special circumstances (illness, hospitalization, business trip abroad, etc.), extension can be applied based on unit application and valid certificate. The Evaluation Center will organize an additional interview based on the situation. Those who are still unable to participate will be given a waiver. The cost of the additional interview will be shared equally among the applicants.
3. Issues related to professional title computer examinations, level-by-level review, comparative recognition, and green channels for high-level talent professional title review are still implemented in accordance with the "Notice on Issues Concerning Current Professional Title Work" (Su Zhiban [2013] No. 11).
4. The professional title evaluation of skilled talents shall be carried out at the same time as the professional personnel according to the "Notice on Issuing the Measures for the Evaluation of Professional and Technical Titles of Highly Skilled Talents in Suzhou (Trial)" (Su People's Insurance Company [2013] No. 12).
5. The Suzhou Municipal Professional Title Office will conduct exceptional evaluations for those who do not have the required academic qualifications or whose computer skills are not up to standard from time to time based on industry development needs and other actual conditions, and will be notified when the annual evaluation work plan is released that year.
6. Starting from 2014, the acceptance of materials submitted by intermediary companies will be temporarily stopped. Application materials must be submitted directly by the applicant's unit or the applicant himself.
7. If the above content is otherwise stipulated by the competent industry authorities, it shall be implemented in accordance with its regulations.
