Chapter I General Provisions Article 1 In order to promote the development of urban greening, improve the urban ecological environment and strengthen the construction of urban civilization, these measures are formulated in accordance with the Regulations of the State Council on Urban Greening and relevant laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the planning, construction, protection and management of greening in the urban planning area of the whole province. Article 3 The term "urban greening" as mentioned in these Measures refers to activities such as planting trees, grass, flowers, raising seedlings, building garden facilities and their management and protection.

The term "urban green space" as mentioned in these Measures includes: parks, squares, roadside green spaces and other public green spaces, units attached green spaces, residential green spaces, flower beds, grass beds, nurseries and other production green spaces, protective green spaces and scenic woodlands. Fourth provincial construction administrative departments responsible for the province's urban greening management. The competent department of urban greening administration of the Municipal People's Government shall be responsible for the urban greening work within its administrative area. Fifth city citizens should fulfill their obligations of planting trees and greening the city according to law, cherish the greening achievements, and have the right to stop the acts that damage the greening. Sixth units and individuals that have made remarkable achievements in urban greening work shall be commended and rewarded by the urban people's government and the administrative department of urban greening. Chapter II Planning and Construction Article 7 The people's government of a city shall, in accordance with the provisions of the Ministry of Construction on urban greening planning and construction indicators, organize the competent department of urban planning administration and the competent department of urban greening administration to jointly prepare urban greening planning and incorporate it into the overall urban planning.

The contents and examination and approval methods of urban greening planning shall be formulated separately by the provincial construction administrative department. Article 8 The greening administrative department of the people's government of a city shall, in accordance with the requirements of urban greening planning and combined with detailed urban planning, determine the control indicators such as the green rate and per capita public green space of various sections and properties of land in the city. Ninth new construction, renovation and expansion projects, the proportion of green land area to the total land area shall meet the following requirements:

(1) Newly-built houses are not less than 30%, of which the living area is not less than per capita 1 m2;

(2) Industrial enterprises, transportation hubs, warehouses and commercial centers shall not be less than 20%;

(three) no less than 30% of the factories that produce harmful gases and pollution, and set up protective forest belts according to national standards;

(four) schools, hospitals, nursing homes (institutes), government organizations, public cultural facilities, military units and other units not less than 35%;

(five) the main roads of the city should reach more than 20%, and other roads should be afforested according to the actual situation.

Urban rivers, lakes and other water bodies should be afforested, and riverside parks and lakeside park should be gradually built in key areas.

Belonging to the old city reconstruction area, the delineation stipulated in the first paragraph of this article can be reduced by 5 percentage points. Tenth units and residential areas of the existing green land is lower than the ninth standard, there are still open spaces for greening, it should be completed within 1 year from the date of receiving the notice from the administrative department of greening of the city people's government.

Those who refuse to afforest within the time limit shall be replanted by the greening construction unit designated by the greening administrative department of the city people's government, and the required expenses shall be paid by the violator. Eleventh affiliated greening engineering design of engineering construction projects, in accordance with the basic construction procedures for examination and approval, must have the greening administrative department of the city people's government to participate in the review. Without the participation of the greening administrative department of the city people's government, the competent department of city planning administration shall not issue the planning permit for construction projects. The affiliated greening project shall be planned synchronously with the main project and constructed in time, and the greening time shall not be later than the first greening season after the main project is used. After the completion of the affiliated greening project, it will be accepted by the greening administrative department of the city people's government, and no acceptance fee will be charged. Article 12 Due to special circumstances, the area of green land for engineering construction projects can't meet the standards stipulated in Article 9. If construction is really necessary, it shall be audited by the greening administrative department of the urban people's government and reported to the urban people's government for approval. The construction unit shall make up the green land at the place designated by the urban greening administrative department according to the missing area. If the construction unit cannot make up for it by itself, it shall be made up by the greening administrative department of the city people's government, and the required expenses shall be borne by the construction unit. Thirteenth new construction, expansion and reconstruction projects, which need greening, should include supporting greening construction investment in their capital construction investment. The city people's government is responsible for the construction of urban public green space, production green space, scenic forest land and street greening; The development and construction unit is responsible for the greening of residential quarters; The supporting greening of the attached green space of the unit and other engineering projects shall be the responsibility of each unit or considered together in the main project. Article 14 The design and construction of urban greening projects shall be undertaken by design and construction units with corresponding qualification certificates. Measures for the qualification management of greening engineering facilities and construction units shall be formulated separately by the provincial construction administrative department. Fifteenth in the construction of urban water supply and drainage facilities, green water pipe network and facilities should be arranged. Chapter III Protection and Management Article 16 The green land designated in the overall urban planning and greening planning shall not be changed without authorization. Urban green space shall not be occupied at will.
