Chapter I General Provisions Article 1 In order to strengthen the management of water conservancy projects, ensure the integrity and safety of the projects, give full play to the comprehensive benefits of flood control, drainage, irrigation, water supply and shipping of water conservancy projects, ensure the safety of people's lives and property and state property, and promote the development of socialist construction, these Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC) and the provisions of relevant state laws and regulations. Article 2 These Regulations shall apply to all kinds of large, medium and small water conservancy projects and facilities such as rivers, lakes, dikes, reservoirs, culverts, pumping stations, hydropower stations, irrigation areas, ditches and ponds within the administrative area of this province. Article 3 Water conservancy projects are important facilities to resist natural disasters and promote economic and social development. People's governments at all levels should strengthen the leadership over the management of water conservancy projects and be responsible for organizing the implementation and supervising the implementation of these regulations. Article 4 The water conservancy department of the people's government at or above the county level is the competent department of water conservancy projects. According to the needs of project management, water conservancy project management institutions may be established. The main responsibilities of the competent department of water conservancy projects are: to be responsible for the management, maintenance and conservation of water conservancy projects in accordance with the provisions of national laws, regulations and these regulations; Maintain the project in good condition and stop the damage to the project; Formulate and implement water regime dispatching scheme to ensure the normal operation of engineering facilities and serve industrial and agricultural production, transportation and shipping and urban and rural people's lives; Strengthen management, implement paid water supply and carry out diversified production and operation; Improve the political, professional quality and scientific management level of employees. Article 5 It is the duty of every citizen to protect the integrity and safety of water conservancy facilities. All organs, organizations, military units, enterprises and institutions, urban and rural collective economic organizations and individuals shall abide by these regulations. Chapter II Protection of Projects Article 6 In order to ensure the safety of projects and meet the needs of flood control and emergency rescue, the management scope of water conservancy projects is stipulated as follows:

(1) Management scope of rivers and lakes:

1, the river with dikes, its management scope is the waters between two dikes, sandbanks, beaches (including cultivated land), flood discharge areas, dikes on both sides and dike protection areas; The management scope of rivers without dikes is five to ten meters on both sides of waters, sandbanks, beaches and estuaries, or determined according to the historical maximum flood level and design flood level. The management scope of the downstream river course of tidal sluice can be extended to the sea area, and the management scope of the river course without harbor dike is 1 km to 2 km on both sides of the harbor river course.

2. The management scope of lakes includes waters, flood storage and detention areas, dikes around lakes and berms.

(two) the management scope of the main rivers and lakes in the basin:

1, Hongze Lake: the water-facing slope is from Laoduitou in Xuyi County to Helmn, ten meters away from the toe of the breakwater platform; The section from Hulzha to Wharf Town is bounded by Shun Di River (including water surface). If there is a river bank on the back water slope, it is bounded by the river bank (including the water surface); There is no river along the embankment, which is 50 meters outside the embankment foot.

2. Roman Lake: If there is a wave-proof forest platform on the waterfront slope, it is 10 meter away from the foot of the forest platform slope; No windproof platform, 30 meters to 50 meters outside the embankment foot. Back water slope to the east embankment of Zipai River, south embankment to the middle canal, 40 meters outside the foot of the west embankment, and north embankment to the riverside.

3. Li Canal (including Gaoshui River): 30 meters to 50 meters outside the toe of the east and west dikes on the backwater slope. There is a wave-proof forest platform in the lakeside section of the west levee, which is 50 meters outside the foot of the forest platform slope; There is no windbreak forest platform, and the lake outside the dike foot 100 to 200 meters.

4. Into the river: 50 meters outside the backwater slope foot.

5. Xinyi River: the south embankment of backwater slope to Yinan River, and the north embankment to Yi Bei River (the submerged area shall not be less than 30 meters); Prohibit Yinan, Yi Bei River embankment 30 meters to 50 meters.

6. Main irrigation canal in northern Jiangsu: If there is a drainage canal in the north dike of backwater slope, go to the drainage canal; No drainage ditch, 30 meters outside the embankment foot. If there is a river along the south dike, it is bounded by the river along the dike (including the water surface); There is no river along the embankment, 30 meters to 50 meters outside the embankment.

7. Central Canal, Xinshu River, Palm River, Yihe River, Picang Flood Diversion Road, Bulao River, Xuhonghe River, Huaihong River, Wangyu River and Taipu River: 20 meters outside the backwater slope.

8. Weishan Lake: 60 meters away from the bank foot of the facing slope and the back slope.

9. Hu Aishu River: 50 meters outside the backwater slope toe.

10, Hull River: If there is a river bank on the back slope of the east levee, it is bounded by the river bank (including the water surface); There is no river along the embankment, fifty meters outside the embankment.

1 1. Yangtze River: If there is a river bank along the back water slope, it is bounded by the river bank (including the water surface); There is no embankment along the river, ten to fifteen meters outside the embankment foot.

12, Taihu Lake: 20m at the foot of the waterfront dike. If there is a river bank on the back water slope, it is bounded by the river bank (including the water surface); There is no embankment along the river, ten to fifteen meters outside the embankment foot.

13, Tongyu River: backwater slope toe to intercepting ditch mouth.

14, seawall: outside the foot of the waterfront slope 100 to 200m; Twenty meters to one hundred meters outside the foot of the secondary seawall. If there is a seawall river on the back slope, it is bounded by the seawall river (including the water surface); No seawall of the river, 30 meters to 50 meters outside the embankment.

On the premise of taking necessary engineering measures to ensure flood control safety, the management scope of backwater main dike shall not be less than five meters outside the dike foot.

(three) the management scope of large and medium-sized culverts, reservoirs and irrigation areas:

1, large culverts and pumping stations: 500m to1000m for upstream and downstream rivers and dikes; About 100 meters to 300 meters each.

Medium-sized culverts, pumping stations and hydropower stations: the upstream and downstream rivers and dikes are 200 to 500 meters each; 50 meters to 200 meters left and right.

All kinds of buildings managed by water conservancy departments and other departments in water conservancy projects, where their respective management scope has been clearly defined, will remain unchanged; Without a clear division, under the premise of not affecting the safety management of water conservancy facilities, taking into account the needs of other aspects, the relevant departments shall negotiate and delimit according to the actual situation and report to the people's government at or above the county level for approval. When examining and approving the design of new projects, the management scope should be defined at the same time.

2. Large and medium-sized reservoirs: reservoir areas below the designed maximum flood level line and outside the dam toe with backwater gradient 100 to 200m. The hilltops and hillsides at both ends of the dam may be designated by the relevant municipal or county people's governments according to the needs of safety management.

3. Irrigation areas with an area of more than 100,000 mu: three to five meters outside the foot of the back slope of the main canal; One to three meters outside the foot of the water slope at the back of the branch canal.

(four) the management scope of other water conservancy projects such as rivers and dikes, and the specific delineation of the management scope of the first two or three water conservancy projects shall be stipulated by the municipal and county people's governments according to the actual situation.
