Causes and solutions of white pollution

In recent years, plastic packaging products have been widely used in people's lives. Due to improper storage and treatment, it has caused serious damage to the city appearance and environment, which is called "white pollution". In windy days, plastic bags of different colors and specifications can be seen everywhere in urban streets, causing visual pollution and affecting the cleanliness and beauty of the urban environment. Recently, the Municipal Party Committee and the Municipal Government held an emergency meeting, demanding that the city appearance and environment be rectified before the "two sessions" and "two festivals", with the focus on sanitary corners and white pollution.

First, the status quo of white pollution. In spring, autumn and winter, urban management can spend 40% of its energy on controlling white pollution, which involves a lot of time and energy of law enforcement personnel and affects the improvement of work efficiency. In order to eliminate the influence of white pollution, the urban management brigade has taken many measures. One is to arrange full-time cleaning staff to pick it up. Although many measures have been taken, the problem cannot be fundamentally solved, and white pollution is still emerging one after another, which has become a major problem affecting the city appearance and environment.

Second, the formation of white pollution sources. First, various markets. The vegetable market produces the most plastic packaging bags, such as Shimen wholesale market, teachers college market, pedestrian street market, Zhanqian street market and roadside vegetable market in various communities. Followed by shopping malls, individual shops and individual food stalls; The third is night market, breakfast stalls, cold drinks stalls, mobile vendors and so on. According to the survey, most commercial booths are using ultra-thin plastic bags, which is prohibited by the municipal government. These plastic bags are delivered by foreigners, and the price is 1.5 cents each. The market itself prints thick plastic bags and sells them to operators at a price of 30 cents each. This kind of plastic bag is actually a white pollution series. Another plastic product is the plastic packaging of commodities, such as the packaging of cold drinks. According to the survey, local vegetable markets are the biggest source of white pollution. Take the smaller Wulicang vegetable market as an example. There are 10 stalls in the market. On average, about 500 plastic bags flow out of the market every day in each booth, and 5,000 plastic bags flow to households every day in the whole market. These plastic bags are used by shoppers without any treatment and thrown into the trash can as waste. Due to poor management of garbage cans in residential areas, garbage collectors can rummage around at will, or the garbage cans are not closed tightly, resulting in plastic bags floating out of the garbage cans with the wind, causing pollution. Second, recycling is unfavorable. Plastic bags are transported to the dump together with other rubbish. Untreated and buried in time, they float around with the wind, causing white pollution everywhere. For example, the garbage dump in the villages along the Xiaozhonghe River has caused the surrounding garbage to become a piece, causing serious pollution. Third, the garbage pools exposed in the urban-rural fringe and the urban area to be transformed are not cleaned in time, windy weather, and white pollution running along the street. Such as Qianjin Village, Taiping Village and Zhuang Xiaodong, the villages are full of garbage and white pollution. Fourthly, the garbage purchasing point in the urban-rural fringe is an important source of white pollution. There is no industry standard for individual waste recycling points and waste recycling personnel, which is also one of the reasons for white pollution. At present, there is only a 15 scrap purchase point in Renhe office area. Some of these purchasing points have business licenses, some have no business licenses, and they are all operated by foreigners. Operators have poor awareness of environmental protection, and the garbage generated by purchasing waste products is piled up and discarded at will, which seriously pollutes the environment. Fifth, the garbage bins (boxes) and garbage bins facing the street are not removed in time, resulting in "secondary pollution" of the environment. Sixthly, pedestrians littering with bags is also one of the causes of environmental pollution.

Third, countermeasures. Through investigation and analysis, we think that taking the following measures is an effective way to eliminate white pollution: First, control from the source and block the purchase channels of plastic bags. Commercial units must strictly implement the relevant provisions of the municipal government, prohibit the use of plastic bags (including self-printed), and may not sell, buy or use them. The government will coordinate relevant law enforcement departments (such as industry and commerce, urban management, public security, taxation, environmental protection, etc.) as soon as possible to thoroughly investigate the sources of production and sales of plastic bags and disposable tableware, and prohibit markets, shopping malls and individual vendors from purchasing prohibited plastic packaging products from various channels to control pollution sources from the source. Those who violate the regulations will be punished in accordance with the laws and regulations prohibiting the use of plastic packaging products in the Air Pollution Law of Beijing. The second is to use and develop substitutes and encourage the use of paper and cloth shopping bags. To ban smoking in public places, we must first build large and small vegetable markets in urban areas into "plastic bag-free markets". Secondly, the neighborhood committee will take the lead in giving each household a cloth shopping bag, requiring residents to bring their own shopping bags to the market to sell vegetables, so as to build the community into a "white pollution-free community". The third is to clean up the waste purchase point. Intensify the inventory of waste collection stations in urban areas and surrounding areas, and all private collection stations should be banned immediately; All garbage collection points around the city, key areas, along major roads and rivers, around the Capital Airport and around Olympic venues will be closed, moved or banned to prevent garbage collection points from polluting the environment. The fourth is to reform the way of rural garbage collection in key areas, coordinate the sanitation department, and ban the open-air garbage pools in rural areas around the city. Popularize the experience of barreled garbage in Nanfaxin Town, and equip every villager with trash cans, which will be collected regularly by the village cleaning team and transported to the designated disposal site for treatment. The sanitation department will charge the villagers' committee the required container removal and installation fees in accordance with relevant regulations. Fifth, the experience of treating white pollution in Baigezhuang Village of Mapo Town should be popularized. In urban residential areas and rural areas where conditions permit, measures should be taken to replace plastic bags of washing powder, encourage urban and rural residents to collect plastic bags, and eliminate white pollution in residential areas and rural areas. Sixth, integrate landfills, close small landfills without garbage disposal capacity, and establish several large garbage disposal sites in the whole region to treat garbage harmlessly, reduce, recycle and biochemically. All garbage dumps should be covered and buried in strict accordance with the regulations, and it is strictly forbidden to pile up garbage in the open air. Seventh, openly recruit retirees for the society as city appearance supervisors, set up supervision stations at bus stops, major shopping malls and parks in the city, and set up supervisors according to the flow of people. City appearance supervisors will wear red armbands in a unified manner and promptly correct uncivilized littering.
