In the 1990s, the city proposed the idea of building Guixin Tunnel. In the original design, the tunnel was more than 8200 meters long. However, due to excessive investment and difficult construction, the project was not completed.

According to the new scheme, the length of Guixin Tunnel is shortened to about 4,700 meters, which is more than 800 meters shorter than the 5,580-meter-long Meiluling Tunnel of Sanfu Expressway. Guixin Tunnel can be called "the second longest tunnel of Bamin Expressway". Guixin Tunnel adopts a two-way structure with upper and lower separation and is built according to highway standards. The left and right tunnels are14.5m wide, with two lanes. The south entrance of the tunnel is located on the north side of Yuanshan Mountain, and it will be connected with Fuzhou urban road network through the ring expressway and connecting line. The 10 bridge will be built from the north entrance of the tunnel to Gui 'an interchange. The longest is the Xiwan Bridge, which is 532 meters long. The highest is Yafengsi Bridge No.2, with a deck height of 42 meters, equivalent to 14 floor. The total length of 10 bridge is 2882 meters, accounting for about 48% of the total length of this section, all of which are continuous T-beam structures. Fuzhou Ring Expressway starts from Shangjie Town, Minhou, connects with the completed Sanming-Fuzhou Expressway, passes through Xindian, Gui Hu and Pandu, reaches Lianjiang Yangmen, and connects with the completed Luo Chang Expressway, with a total length of about 46 kilometers. The whole line is built according to the standard of expressway.
