Regulations of Chongqing Municipality on the Administration of Salt Industry

Chapter I General Provisions Article 1 In order to strengthen the management of salt industry, ensure the healthy, orderly, sustained and stable development of salt industry, protect and rationally develop and utilize salt mine resources, ensure the implementation of salt monopoly and iodization, and protect the health of citizens, these Regulations are formulated in accordance with relevant national laws and regulations and combined with the actual situation of this Municipality. Article 2 Anyone who develops salt mine resources within the administrative area of this Municipality and engages in the production, processing, storage, transportation and purchase and sale of salt products must abide by these regulations. Article 3 The municipal, district and county (city) people's governments shall incorporate the work of eliminating iodine deficiency disorders with salt into the national economic and social development plan and organize its implementation. Article 4 This Municipality shall monopolize the management of salt, supervise and manage the production, transportation, sale and use of industrial salt for alkali production, and implement unified management of industrial salt other than industrial salt for alkali production. Article 5 The administrative department of salt industry of the Municipal People's Government shall be in charge of the salt industry in the whole city and be responsible for organizing the implementation of these Regulations. The municipal administrative department of salt industry authorizes the district and county (city) salt industry management institutions determined by the Municipal People's Government to be responsible for the local salt industry management, led by the municipal administrative department of salt industry, and the people's government at the same level is mainly led by the municipal administrative department of salt industry.

The administrative departments of health, industry and commerce, price, public security, transportation, technical supervision, geology and mineral resources, etc. shall, according to their respective duties, coordinate in the supervision and management of salt industry. Chapter II Exploitation of Resources Article 6 The principles of unified planning, rational distribution, planned exploitation and comprehensive utilization shall be followed in the exploitation of salt mine resources, and indiscriminate mining and excavation shall be prohibited to prevent waste of salt mine resources. Article 7 The exploitation of salt mineral resources must be approved by the municipal administrative department of salt industry in accordance with the provisions of the Mineral Resources Law of People's Republic of China (PRC) and other relevant laws and regulations, and apply to the municipal administrative department of geology and mineral resources for a mining license.

The transfer of mining rights of salt mines must be approved by the municipal administrative department of salt industry before applying to the municipal administrative department of geology and mineral resources. Article 8 Where salt mineral resources are found in the exploration and exploitation of other minerals, the exploration and exploitation units shall immediately take effective protective measures to prevent the loss and destruction of salt mineral resources, and report to the municipal administrative department of salt industry in a timely manner. Ninth salt mining enterprises can only supply or sell salt products to salt-making and salt-using enterprises that meet the provisions of these regulations. Chapter III Production Management Article 10 Newly established salt mining enterprises and salt making enterprises must be examined and approved by the municipal salt industry administrative department and go through the formalities with the relevant departments according to law.

Existing salt-making enterprises to expand their salt-making capacity must be approved by the municipal administrative department of salt industry. Eleventh salt production system, without obtaining the "salt production enterprise certificate", shall not produce salt.

The designated salt production enterprises are proposed by the municipal administrative department of salt industry and reported to the competent authorities of salt industry in the State Council for approval.

Salt enterprises engaged in salt production and iodized salt processing shall also obtain the health license of the municipal public health administrative department. Twelfth salt production must be organized according to the mandatory plan issued by the municipal administrative department of salt industry. Thirteenth production and processing of small packaging salt enterprises designated by the municipal administrative department of salt industry. Article 14 The production and processing of various salts added with food seasonings, additives, nutritional fortifiers, medicines, etc. It must be approved by the municipal administrative department of salt industry and the municipal administrative department of health, and meet the food hygiene standards. Fifteenth salt products production and processing enterprises must have the means of inspection and supervision to ensure the quality of products, and strictly implement the national and industrial standards, products that do not meet the quality standards shall not leave the factory or be sold.

The production and processing of new varieties of salt products shall formulate enterprise standards and report them to the technical supervision department and the salt industry administrative department for the record. Sixteenth solid salt products produced, processed and sold in this Municipality shall be packaged in accordance with the provisions of the "People's Republic of China (PRC) Product Quality Law" and other relevant laws and regulations, and the packaging with obvious product identification shall be used:

(a) salt packaging should be unified use of printed "edible iodized salt" logo, in line with the requirements of food hygiene packaging;

(two) two alkali industrial salt packaging printed with "industrial salt" logo;

(3) For industrial salt other than alkali and soda ash industrial salt, packaging materials with the logo of "refined industrial salt" shall be used.

The packaging and product identification of salt products developed, produced and processed by salt-making enterprises shall be reported to the municipal salt administrative department for examination and approval.

Salt packaging and iodized salt anti-counterfeiting signs are approved by the municipal administrative department of salt industry. Illegal production, processing and trading of salt packets and iodized salt anti-counterfeiting marks are prohibited. Article 17 It is forbidden to make salt with a flat pan.

It is forbidden to use industrial waste residue and industrial waste liquid to produce commercial salt. Chapter IV Management of Transportation and Marketing Article 18 Salt shall be allocated by the municipal administrative department of salt industry according to the mandatory plan issued by the state.

Salt production, wholesale and retail units must implement the price of salt stipulated by the state. Nineteenth the implementation of salt transportation permit system.

The salt transportation permit shall be issued by the municipal administrative department of salt industry or the salt management institution where the salt production area of this Municipality is located.

To transport salt within the scope of this Municipality, you must hold a valid certificate of the salt company at or above the county level in this Municipality; Salt transported outside the city through this city, and salt transported from this city or imported from this city must hold a salt transportation permit issued by the administrative department of salt industry in the State Council. The transportation situation shall be consistent with the contents of the salt transportation permit, and the salt transportation permit shall not be altered, forged or reused.
