Functions of Sichuan Academy of Environmental Protection Science

Sichuan Academy of Environmental Sciences is the only comprehensive provincial environmental research unit in Sichuan Province. Provide scientific support for environmental management, environmental administration and government environmental decision-making, provide environmental information services for the public, and carry out targeted research on basic, comprehensive and strategic environmental problems faced by the province's economic and social development.

At present, there are two scientific research departments 12, such as environmental ecology research institute, environmental planning research institute, environmental policy and regulation research institute, environmental statistics research institute, water environment research institute, atmospheric environment research institute, solid waste environment research institute, cleaner production research institute, first environmental consulting and evaluation institute (non-polluted ecological environment evaluation institute), second environmental evaluation institute (strategic environmental evaluation institute), third environmental evaluation institute (project environmental evaluation institute) and editorial department.

The specific functions are as follows:

(1) research on policies and regulations: assist government departments to study and formulate major environmental protection policies and management measures in the province, and provide scientific basis for macro-decision-making of environmental management. Carry out research on policies and regulations on environmental economy, clean production, circular economy, ecological compensation and emission trading.

(2) Research on environmental risk prevention, environmental early warning and environmental emergency technology: providing technical support for emergency site disposal; Investigate and evaluate the loss of sudden environmental incidents, environmental pollution control, ecological restoration and other issues, and put forward suggestions on ecological environment restoration; Evaluate the adaptability and effectiveness of the emergency plan for sudden environmental events, and put forward suggestions for revision.

(3) Planning formulation and method research: To undertake the formulation of medium-and long-term and annual environmental protection planning, river basin or regional environmental protection planning, total pollutant emission control planning and implementation plan, relevant pollution prevention and ecological protection special planning. Carry out research on planning technology and methods.

(4) Environmental statistics research: carry out environmental statistics and economic data analysis to provide technical support for the government's macro-decision; Carry out environmental statistical investigation and research; Participate in environmental statistical inspection; To undertake statistical business guidance and business training in the whole province.

(5) Research on environmental standards and technical methods. : Assess the quality of ecological environment, the service function of ecological functional zones and the development trend of pollution; Research on technical methods, norms, benchmarks and standards in the fields of atmosphere, water pollution control and prevention, solid waste treatment and recycling, ecological protection, cleaner production and circular economy, and environmental impact assessment.

(6) Carry out scientific and technological exchanges and cooperation in environmental protection: assist the provincial environmental science society to carry out academic exchanges and other matters, compile and distribute Sichuan Environment magazine, and promote inter-provincial and international scientific and technological exchanges and cooperation in environmental protection.

(7) Providing scientific and technological services and consulting for the society, including environmental impact assessment, project acceptance, cleaner production audit, pollution control, ecological restoration, soil and water conservation and other businesses.
