No. Zhejiang Science and Technology University is located in Hangzhou, a famous historical and cultural city. It was founded by Lin Qi, the prefect of Hangzhou, in 1897 in order to realize the ambition of saving the country through industry and education. It is one of the earliest new academic educational institutions in my country. The school stipulates that pets are not allowed in dormitories, so fish are not allowed.
