Does the New Town of Qin and Han Dynasties belong to Xi 'an or Xianyang?

Part of this area belongs to Xi and part to Xianyang.

Qin and Han New Town belongs to xixian New Area, Shaanxi Province, and is located between Xi City and Xianyang City. It is the first national-level new district with the theme of innovative urban development model, and it is also the core area of five functional groups in Xixian New Area. The Weihe River in the south faces Xi 'an, and with the northward expansion of Xi 'an main city and the eastward expansion of Xianyang City, the two ancient capitals will meet and merge here.
