Article 1 These Provisions are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality in order to strengthen the management of dog raising and standardize the dog raising behavior. Article 2 Dog owners and relevant administrative departments in Nanming District, Yunyan District, Guanshan Lake District and other districts, counties (cities) where people's governments are located and areas determined by people's governments at the county level shall abide by these provisions.

If it is necessary to raise a dog for business, scientific research, performing arts, police, military affairs, etc., it shall be implemented in accordance with relevant regulations. Third public security organs, agricultural and urban management administrative departments shall be responsible for the management of dog-raising in cities and towns according to their duties.

The people's government of the town where the people's government at the county level is located is responsible for the management of dog breeding within its administrative area. Fourth units and individuals have the right to complain and report acts that do not meet the requirements of raising dogs.

The relevant administrative departments and the town people's government shall announce the telephone number of complaints and reports, and shall immediately investigate and deal with them after receiving the complaints and reports, and feedback the results. Fifth residents' committees and owners' committees shall carry out dog-raising education according to law, and conclude a dog-raising convention by convening residents' meetings and owners' meetings. Article 6 It is forbidden for urban residents to keep strong dogs.

Within 30 days from the date of implementation of these Provisions, dogs raised by urban residents shall be handled by dog owners. Dog owners do not handle it, and Nanming, Yunyan and Guanshan Lake areas are handled by public security organs; The location of other district and county (city) people's governments and the areas determined by the people's governments at the county level shall be handled by the Town People's Government.

The name of the dog shall be announced by the administrative department of agriculture of the Municipal People's Government. Article 7 Dog owners shall, within/0/0 days from the date of raising the dog and within 60 days after the birth of the puppy, take the dog to the animal epidemic prevention institution of the administrative department of agriculture for inspection, inject the rabies vaccine for animals, and receive the Domestic Dog Immunity Certificate and the immunization card with the expiry date indicated.

The animal epidemic prevention agency of the administrative department of agriculture shall establish archives, and publish the name, address, telephone number, charging standard and the time for inspection and injection of rabies vaccine for animals. Eighth dog owners with the "dog immunization certificate" to the local police station for dog registration. The police station shall handle the dog registration in time, issue the dog license, and establish files. In addition to the dog license fee, no other fees shall be charged. Article 9 If the dog owner changes or the dog number plate is lost, the dog owner shall immediately report to the original police station and apply for re-registration or replacement of the dog number plate. Article 10 Dog owners shall observe the following provisions:

(1) Dogs are not allowed to enter shopping malls, restaurants, schools, hospitals, institutions, stations, exhibition halls, theaters, gymnasiums, airports and public places where dogs are prohibited by management units;

(2) Dogs are not allowed to take medium or large buses;

(3) No dogs are allowed to trample on public grasslands for garden;

(4) stop barking and disturb others;

(5) removing dog manure;

(six) take measures to prevent injury when taking the dog out of the house, such as tying the dog rope;

(seven) regularly check the dogs and inject rabies vaccine;

(eight) did not go through the registration of change in accordance with the provisions;

(nine) hanging dog tags on the dog's neck;

(10) Do not abandon dogs. Eleventh in violation of the provisions of article tenth, shall be punished in accordance with the following provisions:

(a) in violation of the provisions of the first, second and third items, the administrative department of urban management shall order it to make corrections; Refuses to correct, and impose a fine of 65438 yuan or more on the dog breeder from 500 yuan;

(two) in violation of the provisions of the fourth, the victim's first complaint is verified by the public security organ; After warning, the victim complains again, and if it is verified, the dog breeder will be fined more than 500 yuan 100 yuan; The complainant complained three times, and if it is verified, the dog owner will deal with it;

(three) in violation of the provisions of the fifth, the urban management administrative department shall order the dog owners to remove feces; Refused to clear, the dog breeder shall be fined more than 5,000 yuan in 20 yuan;

(four) in violation of the provisions of article sixth, causing damage to others, dog owners should immediately send the victims to medical and health institutions for treatment, and bear civil liability according to law; Injured dogs must be immediately sent to the animal epidemic prevention agency of the administrative department of agriculture for inspection, and be dealt with according to the inspection situation;

(five) in violation of the provisions of article seventh, the animal epidemic prevention agency of the administrative department of agriculture shall order the dog owners to check and inject rabies vaccine for animals within a time limit; Those who fail to check and inject rabies vaccine for animals within the time limit shall be given a warning and be given compulsory immunization for dogs, and the expenses shall be borne by the breeder;

(six) in violation of the provisions of article eighth, the public security organ shall order the dog breeder to change the registration within a time limit; If the registration is not changed within the time limit, a fine of more than 50 yuan and less than 300 yuan shall be imposed; Refuse to register, dog owners should be dealt with;

(seven) in violation of the ninth, the public security organ shall order the dog breeder to show his dog card; Can not be produced, shall be ordered to make up, and impose a fine of more than 65438 yuan in 500 yuan; Without a dog license, it shall be dealt with according to law;

(eight) in violation of the provisions of article tenth, the city administrative department shall order it to make corrections within a time limit; Refuses to correct, and impose a fine of 65438 yuan or more on the dog breeder from 500 yuan; Treat dogs. Twelfth administrative staff responsible for dog management, one of the following acts, education is still not correct, shall be given administrative sanctions:

(a) received a report or complaint will not be handled;

(2) Failing to conduct dog inspection and registration without reason;

(3) No files have been established;

(four) illegal charges;

(five) breach of privilege, dereliction of duty, favoritism.
