1. Selection of positions and number of people

II. Registration Scope and Conditions
(1) Registration Scope
All counties (cities, districts), towns (streets) agencies (units) in Handan City Personnel who have the status of civil servants (including management personnel with reference to the Civil Servant Law), have been registered, and are on the job. Personnel who meet the above conditions from vertical management units and dispatched units established by the central, provincial and municipal governments in counties (cities, districts) can also register.
(2) Applicants should meet the following qualifications
1. Have good political qualities, professional qualities, good conduct, outstanding achievements, and be recognized by the masses.
2. Have more than 2 years of grassroots work experience and more than 2 years of work experience as a civil servant or a staff member of an agency (unit) managed by the Civil Servant Law. If there is a stipulation on service years at the time of recruitment, the stipulated service years must be fulfilled.
Grassroots work experience refers to work experience in county (city, district), town (street) party and government agencies, administrative villages (urban communities), enterprises, and institutions (excluding municipal level and above management with reference to the Civil Servant Law) Worked in public institutions). Military demobilized cadres who have worked in military regiments and units below equivalent regiments, and retired soldiers’ active service experience in the military can be regarded as grassroots work experience.
3. The annual assessments in the past three years have all been competent and above.
4. Bachelor degree or above.
5. Applicants are generally under 35 years old (born after December 13, 1985). The age of graduates with master's degree and above from ordinary universities can be relaxed to 40 years old (born after December 13, 1980) born).
6. Have relevant work experience and other qualifications required for the position to be applied for.
7. Have the physical condition and mental quality to perform duties normally.
8. Other qualifications stipulated by laws, regulations or civil service authorities.
The calculation time for the number of years of working experience and length of employment experience ends in December 2021 (inclusive), and each previous accumulated working time of 12 months is counted as one year. The current job rank shall be based on the position held before registration.
(3) Those who have any of the following circumstances are not allowed to participate in the public selection
1. Those who have been expelled from the Communist Party of China.
2. Being listed as a target of joint punishment for breach of trust according to law.
3. Suspected violations of disciplines and laws are under review by relevant specialized agencies and no conclusion has been made yet.
4. The use of the product has not yet expired or has been affected by the expiration of the period of admonishment, organizational punishment, or party discipline and government sanctions.
5. In accordance with relevant national and provincial regulations, those who work in a targeted unit have not completed the minimum service years or there are other restrictive regulations on transfer.
6. Those who are still in the probation period for newly hired civil servants, department-level cadres who have not completed their probation period or who have been promoted for less than one year.
7. Other situations stipulated by laws and regulations.
Applicants are not allowed to apply for positions that will constitute a avoidance relationship after selection. Specifically, Article 74 of the Civil Servant Law stipulates that "civil servants have a husband-wife relationship, a direct blood relationship, a collateral blood relationship within three generations, and a close relationship between civil servants." Those who are related by marriage are not allowed to hold positions that are directly subordinate to the same leader or have a direct superior-subordinate leadership relationship between both parties in the same agency, nor are they allowed to engage in organization, personnel, disciplinary inspection, supervision, auditing, and financial work in the agency where one of them holds a leadership position. ". According to the "Regulations on the Avoidance of Civil Servants", those who have any of the above-mentioned family relationships are not allowed to work in an agency where one of them is a leading member.
III. Selection Procedure
(1) Registration Time and Qualification Review
1. Registration Time

2. Registration method
Selection and registration shall be done on-site. Candidates log on to the website of the Handan Municipal Human Resources and Social Security Bureau, download and fill out the "2021 Handan Municipal Government Open Selection of Civil Servants Registration Form" (hereinafter referred to as the "Registration Form") from the attachment of the "2021 Handan Municipal Government Open Selection of Civil Servants Announcement" , and according to the cadre management authority, submit the "Registration Form" to the party group (party committee) of the appointment and removal authority (unit) for review and sealing (if the appointment and removal authority is a local party committee, submit it to the party committee organization department at the same level for review and sealing). Each person is limited to applying for one position. Candidates who register on-site must bring the original "Application Form", ID card, original and copy of academic degree certificate, "Civil Servant Recruitment Approval Form", "Civil Servant Registration Form", "Cadre Appointment and Removal Approval Form", "Hebei Provincial Civil Servant (People's Police) Recruitment Approval" A copy of the application form (provided for applying for public security positions) (stamped with the file management seal) and other information required according to the application qualifications. 3. Exam opening ratio
The ratio of the number of applicants for each selection position to the selection position plan shall not be less than 3:1. When a position is cancelled, candidates who have registered for the position are allowed to apply for other qualified positions. (2) Written test
1. Time and place
This test has an examination room set up in Handan City. For details of the written test time, place and requirements, please refer to the "Written Test Preparations" research". The time for collecting the admission ticket for the written examination will be notified separately on the website of the Handan Human Resources and Social Security Bureau. Applicants should pay attention. When taking the exam, applicants must hold the "Written Examination Admission Ticket", "Personal Health Information Form" and legally valid second-generation resident ID card to enter the examination room.
2. Written test content
The written test mainly tests comprehensive qualities such as policy theory level, ability to analyze and solve practical problems, and written expression ability. One subject, with a full score of 100 points.
3. Announce the minimum control score line for the written test and the candidates for the interview
For candidates who have reached the control score line for the written test and above, the ratio of candidates for the interview to the selection plan shall not be higher than 3:1. According to the ratio, candidates for the interview will be determined based on the order of written test scores from high scores to low scores. Those with the lowest written test scores within the ratio will be selected for interview. Candidates who have not reached the minimum control score line for the written test, who have violated disciplines and rules in the written test, or who have been absent from the exam, etc., will not be allowed to enter the interview. The written test results, the minimum written test score and the confirmed candidates for interview will be announced on the website of Handan Human Resources and Social Security Bureau.
(3) Interview
1. Interview time and place. The interview will be held in an examination room in Handan City. Please refer to the "Interview Notice" for the specific interview time, location and requirements. When participating in the interview, candidates must bring the "Interview Notice", "Personal Health Information Form" and legally valid second-generation resident ID card. The time and place for collecting the "Interview Notice" will be notified later.
2. Interview method. A structured interview will be conducted, with each interview lasting 10 minutes. It mainly tests the basic qualities and abilities of the candidates required to perform job responsibilities. The full score is 100 points, and the passing score is 60 points. Those with scores lower than 60 points will not be allowed to enter the next selection process.
3. Interview grouping. Candidates applying for the same position will be interviewed in the same group and at the same venue.
4. Calculation of comprehensive test scores.
Comprehensive score = written test score × 40% + interview score × 60%.
The comprehensive score shall be rounded to 2 decimal places.
5. Interview requirements. The interview test site is under closed management, and each group (site) of candidates will draw lots to determine the order of the interview. During the interview, candidates should only report their group and lottery number, but not their names. Candidates must leave the examination room immediately after the interview. They are not allowed to return to the interview room or waiting room, and are not allowed to linger or discuss near the examination room. Candidates who violate interview disciplines and regulations will have their interview qualifications or interview results cancelled. Candidates who have not arrived at the waiting room when the lottery begins will be deemed to have given up automatically.
6. Confirm the list of persons who will enter the physical examination. The list of physical examination personnel will be determined in a 1:1 ratio according to the selection plan and the candidates' comprehensive scores from high scores to low scores. If there is a tie in the overall score of the last candidate within the proportion, the candidates for the physical examination will be determined in the following order: those with higher written test scores, those with more grassroots work experience, and those with higher academic degrees will all enter the physical examination and inspection together. The selection agency will determine the candidates for the physical examination based on the physical examination. , inspect the situation and determine the personnel to be selected on the basis of merit. Interview scores, comprehensive scores, and the list of candidates for physical examination are all announced on the website of Handan Human Resources and Social Security Bureau.
(4) Physical examination and inspection
1. Physical examination. Candidates who apply for non-public security positions will undergo physical examinations in accordance with the "General Physical Examination Standards for Civil Servant Recruitment (Trial)". Candidates who apply for public security positions will undergo physical examinations in accordance with the "Special Physical Examination Standards for Civil Servant Recruitment (Trial)". The cost shall be paid by the candidates themselves. Those who have passed the physical examination are determined to be the candidates for the examination. If the selection position is vacant due to failure in the physical examination or giving up the physical examination, candidates who have passed the interview for the same position will be filled in order from high to low according to their comprehensive scores and the physical examination will be carried out.
2. Inspection. Those who have passed the physical examination will enter the inspection, which will mainly conduct a comprehensive inspection of the object's morality, ability, diligence, performance, integrity, and job compatibility, highlight political standards, and conduct an in-depth inspection of political loyalty, political determination, political responsibility, political ability, and political integrity. Vacancies due to unqualified examinations will no longer be filled.
(5) Publicity and related procedures
Those who pass the inspection will be determined as candidates for appointment and will be publicized on the website of Handan Human Resources and Social Security Bureau. The publicity period is 5 working days.
After the public notice period expires, for those who have no feedback or whose feedback after investigation and verification does not affect their appointment, transfer and appointment procedures will be handled in accordance with relevant regulations. IV. Other matters
