China Merchants is an enterprise directly under the State-owned Assets Supervision and Administration Commission of the State Council, and China Merchants Heavy Industry is a subsidiary of China Merchants, so it should be a central enterprise and certainly a state-owned enterprise, but it is not a local state-owned enterprise.
