On February 14, the Ministry of Education announced the second round of "double-first-class" construction of colleges and universities and the list of construction disciplines. The published list * * * has 147 colleges and universities under construction. Among the construction disciplines, there are 59 basic disciplines such as mathematics, physics, chemistry and biology, 80 engineering/kloc-0, and 92 philosophy and social sciences.

In the second round of construction list, there is no distinction between first-class universities and first-class disciplines. In this regard, the relevant person in charge of the Ministry of Education said that building a world-class university with China characteristics is the conscious pursuit and action goal of all universities in China, and it is necessary to have a world-class vision and pattern.

"Double first-class" focuses on "construction" and is based on disciplines, rather than artificially delineating identities and levels and assigning "hats", let alone dividing "three, six and nine grades" among universities in China. Judging from the first round of construction, some construction universities still don't understand the characteristic development and differential development of "double-first-class" construction, and still regard "first-class university building university" and "first-class discipline building university" as their identity and level pursuit, and there is an impulse to expand the scale and pursue upgrading.

According to the Ministry of Education, the construction of "double first-class" in the new stage should adhere to the discipline-based, dilute the identity color, explore new development models with independent characteristics, and guide universities to create first-class in their own advantageous fields and directions. The second round of construction list will no longer distinguish between first-class universities and first-class disciplines, but focus on exploring the establishment of classified development, classified support and classified evaluation construction systems, and guide the construction universities to focus on innovation and substantive breakthroughs in related fields and directions, so as to create a truly world-class one.

Why are there no construction disciplines of Peking University and Tsinghua in the published list?

The reply of the Ministry of Education is: to implement the phased goal of "Overall Plan for Promoting the Construction of World-class Universities and First-class Subjects", and one of the reform tasks of "Several Opinions" is to expand the autonomy of construction, push the focus of construction management down, strengthen the subjective consciousness and innovation motivation of building universities, and create a policy and institutional environment for some universities to rush into the forefront of the world. In order to steadily expand the autonomy, the three ministries and commissions reported to the State Council for approval, and first gave Peking University and Tsinghua autonomy in discipline construction. Since the comprehensive reform of "two schools and one city" was carried out in depth, the two universities have received huge resource policy input from the central and local governments, and the reform foundation is good. Comprehensive evaluation of all parties, the first round of construction has achieved excellent results. The two universities can take the lead in deepening reform and reaching the top of the world at an early date, which can play a leading and exemplary role in construction.

The main considerations of decentralization are: first, the discipline construction of the two universities can be independent of the first-level disciplines, and the number of construction can be determined and optimized independently on the existing basis; The second is to implement target management for the two schools, match powers and responsibilities, strengthen the full implementation of Lide Shu Ren, closely follow the direction of the areas urgently needed to serve the national strategy, and clarify the world-class phased ladder goals, landmark achievements and time nodes; Third, the two universities should establish a self-evaluation system, an internal restraint mechanism and a governance system to adapt to connotation construction and long-term development.

Peking University and Tsinghua University announced their own construction disciplines after compiling the overall plan, which expanded their autonomy in construction.

It is worth mentioning that in the first round of the list of "double-first-class" universities and disciplines, Peking University has 465 and 438+0 selected disciplines, and Tsinghua University has 34.
