Chapter I General Provisions Article 1 In order to protect and improve the environment, prevent and control air pollution, safeguard public health, promote the construction of ecological civilization, and promote the sustainable development of economy and society, in accordance with the Environmental Protection Law of People's Republic of China (PRC), the Law on Prevention and Control of Air Pollution of People's Republic of China (PRC), the Implementation Measures for Prevention and Control of Air Pollution in People's Republic of China (PRC), Sichuan, and other laws and regulations, and in combination with the reality of Ziyang, Article 2 These Regulations are applicable to the prevention and control of air pollution and its supervision and management activities within the administrative area of ziyang. Article 3 The prevention and control of air pollution should adhere to the principles of source control, planning first and combining prevention and control, adjust and optimize the industrial structure, energy structure, transportation structure and land use structure, and establish a joint prevention and control mechanism of government supervision, enterprise due diligence, public participation, regional coordination and * * * governance. Article 4 The people's governments of cities and counties (districts) shall be responsible for the quality of the atmospheric environment within their respective jurisdictions, incorporate the prevention and control of air pollution into the national economic and social development plan, and increase financial input in the prevention and control of air pollution.

The people's governments of towns (townships) and sub-district offices shall, under the guidance of the relevant departments of the people's governments of counties (districts), do a good job in the protection of atmospheric environment in their respective areas and strengthen the investigation of hidden dangers. If air pollution is found, it shall be reported to the relevant departments responsible for the supervision and management of air pollution prevention and control in a timely manner. Article 5 The ecological and environmental departments shall exercise unified supervision and management over the prevention and control of air pollution.

Development and reform, economy and informatization, public security, natural resources and planning, housing and urban and rural construction, transportation, water affairs, agriculture and rural areas, commerce, emergency management, market supervision, urban management administrative law enforcement, meteorology and other departments. Responsible for the prevention and control of air pollution according to their respective responsibilities. Sixth city and county (District) people's government and its relevant departments, social organizations, schools, news media, etc. We should publicize and educate the laws and regulations on the prevention and control of air pollution, popularize the scientific knowledge of air pollution prevention and control, improve the public's awareness and quality of atmospheric environmental protection, and create a good atmosphere for protecting the atmospheric environment. Article 7 Enterprises, institutions and other producers and operators shall take effective measures to prevent and reduce air pollution, and shall be liable for the damage caused according to law. Article 8 The grid supervision and management system for air pollution prevention and control, the target responsibility system for improving air environmental quality, the assessment and evaluation system for key tasks of air pollution prevention and control, the accountability system for interviews and the incentive and commendation system shall be implemented. The specific measures shall be formulated separately by the Municipal People's Government. Article 9 All units and individuals shall enhance their awareness of environmental protection, abide by laws and regulations on the prevention and control of atmospheric pollution, consciously fulfill their obligations of atmospheric environmental protection, practice a green and low-carbon lifestyle, and actively participate in atmospheric environmental protection activities.

Any unit or individual has the right to report and complain to the competent department of ecological environment and other departments responsible for the supervision and management of atmospheric environmental protection.

The ecological environment department and other departments responsible for the supervision and management of atmospheric environmental protection shall announce the ways of reporting and complaining, and reward those who report and complain about atmospheric environmental violations in accordance with the regulations. Article 10 The municipal and county (district) people's governments and their relevant departments shall increase their assistance and guidance to enterprises and other producers and operators in atmospheric environmental protection, help improve the level of environmental management, and create a win-win situation for ecological environmental protection and steady economic development. Chapter II Supervision and Management Article 11 When the people's governments of cities and counties (districts) draw up the national land spatial planning, they should give priority to the impact on the atmospheric environment, and scientifically plan the urban spatial layout, rationally build the urban multi-level ventilation corridor system, and clearly define the planning control requirements according to factors such as topography and meteorological conditions.

It is forbidden to build, rebuild or expand industrial projects that discharge air pollutants in the ventilation corridor areas that have been determined in the national land space planning; The people's governments of cities and counties (districts) shall, in accordance with the law, organize the existing industrial projects that discharge air pollutants in the ventilation corridor area to be gradually cleaned up or relocated. Article 12 Strictly control the development of industries that pollute the atmosphere. Departments of development and reform, economy and informatization should strictly implement the catalogue of national comprehensive industrial policies in conjunction with relevant departments to eliminate backward production capacity. Thirteenth economic and information technology, public security, natural resources and planning, ecological environment, housing and urban and rural construction, transportation, water, urban management and administrative law enforcement departments within the scope of their respective duties, the implementation of supervision and management of dust pollution prevention and control, specific measures shall be formulated by the Municipal People's government. Article 14 When formulating the development plan and industry management policy of the catering service industry, the commercial department shall guide the industry associations to carry out self-discipline of the catering service industry and vigorously promote the prevention and control technology of lampblack pollution.

Market supervision departments should strengthen the licensing management of catering services.

The administrative law enforcement department of urban management is responsible for the law enforcement of cooking fume pollution in catering services in urban built-up areas, and the ecological environment department is responsible for the rest areas. Fifteenth urban management administrative law enforcement departments responsible for the unified supervision and management of urban built-up areas of domestic garbage odor emissions.

The agricultural and rural departments are responsible for the unified supervision and management of rural malodorous gas emissions such as livestock and poultry breeding and agricultural production.

The department of housing and urban-rural development is responsible for the supervision and management of concrete (mortar) mixing stations, and is responsible for the unified supervision and management of asphalt mixing stations in conjunction with the transportation departments within their respective responsibilities.
