1. General safety management contents

(2) establish and improve the gas safety management system, such as regional management, education and training assessment, post operation inspection, professional inspection, maintenance management and other systems.
(3) Personnel engaged in gas production, storage, transportation, use, maintenance and overhaul shall be trained in the basic knowledge of gas safety, gas safety technology, gas inspection method and gas poisoning emergency rescue technology, and only after passing the examination can they be arranged to work at their posts.
ii. contents of safety management during overhaul
overhaul mainly refers to the overhaul of the gas recovery, storage and use conveying system of coke oven, blast furnace and converter.

(2) The unit responsible for construction must sign a safety production agreement with the employer, and at the same time, it shall be approved by all relevant departments and go through relevant formalities. Construction enterprises should take responsibility for their own safety work.
(3) before the implementation of maintenance, the operators should be given targeted safety education and safety disclosure.
(4) Operators should wear portable carbon monoxide alarm device with them. When the concentration of harmful gas in the working environment exceeds the standard or the oxygen concentration is insufficient, they should wear air or oxygen respirator and set up full-time guardians.
(5) The workplace should be provided with escape and rescue channels. Conditional enterprises should organize fire engines and ambulances to stand by on the spot.
(6) The contents of the maintenance regulations shall not be changed, otherwise a new application must be made. After the completion of the project, the person in charge will sign for confirmation.
(7) Requirements for construction operation:
1. Strictly abide by the established single safety measures during construction, and the corresponding and effective fire extinguishing equipment and carbon monoxide detector must be equipped at the hot spot; When working in gas equipment or pipeline, portable carbon monoxide detector and portable oxygen detector must be equipped, and contact call measures should be taken for safety confirmation; The interval between staff members entering the facility for work is at least 2 hours, and they rest in places without gas.
2. Dangerous operations with gas, such as drawing blind plates with gas, taking over with gas, changing the sounding ruler of blast furnace, operating the inserting plate, etc., should not be carried out in a thunderstorm, and should not be carried out at night; When working, the operator should wear a positive air pressure respirator or an isolated gas mask, and observe the following regulations:
(1) The workplace should be equipped with necessary contact signals, gas pressure gauges and wind direction signs;
(2) There should be no fire source within 4 meters away from the workplace, and measures should be taken to prevent fire. Personnel unrelated to work should leave the operating point 4 meters away;
(3) Tools that do not spark should be used, such as copper tools or iron tools coated with lubricating grease with sufficient thickness;
(4) Lighting devices can only be installed 1 meters away from the operating point;
(5) gas operation should not be carried out in buildings and structures such as furnaces with high temperature sources.
3. For operations such as hot repair welding with gas, the positive pressure of gas in the pipe must be kept at not less than 1Pa. An applicable pressure gauge within the validity period of calibration shall be installed near the hot spot, and the pressure shall be continuously monitored by special personnel, and the intercom shall be used to keep in touch. If the specified pressure cannot be ensured, the operation shall be stopped immediately.
(8) When stopping gas, the following measures should be taken:
1. Confirm that all fires are stopped. Close the inlet gas and instrument conduit valves with effective and reliable devices according to the regulations, and cut off the maintenance equipment and operating equipment reliably with blind plates or glasses valves. Open the discharge pipe at the end to ensure that the internal gas is blown clean.
2. The radiation at the end should be 4m higher than the gas pipeline, equipment or platform, and not less than 1m away from the ground. The radiation pipes that are not frequently operated in the workshop or within 1m away from the workshop must be higher than the eaves of the building. When operating, they should stand in the windward. If necessary, a warning zone should be designated near the radiation outlet. There is no fire source in the area, and attention should be paid to gas not escaping into the surrounding houses.
3. When the blast furnace gas pipeline stops, nitrogen gas is introduced from the vicinity behind the gas source valve to drive out the residual gas, or all manholes can be opened, and natural ventilation or forced air supply can be used to drive out the residual gas.
4. When the gas of coke oven gas or mixed gas pipeline stops, nitrogen gas can be introduced into the beginning of the pipeline, or blast furnace gas can be introduced first to drive out the residual gas, and then the residual blast furnace gas can be driven out.
5. The drainer discharges water one by one from far to near to drive away the residual gas inside.
6. Conduct explosion test at the end of the pipeline and each dead corner. If it fails to ignite, stop the nitrogen supply and open the manhole for ventilation. Only after the oxygen content reaches 18% and the carbon monoxide content is qualified can you enter the pipeline for work.
(9) Air supply should be as follows:
1. Remove the sundries in the pipeline, count the tools, and close the manholes and handholes after the number of people is complete.
2. All valves shall be intact and can be closed and opened as required.
3. Fill the drainer with water to ensure that the water seal height meets the specified requirements, and close the drain valve and the test head valve.
4. Stop hot work on pipelines and ancillary equipment, and there shall be no fire source and high-temperature substances above 2℃ around gas pipelines.
5. Open the terminal discharge pipe, introduce nitrogen from the beginning of the pipe to drive out the air, and take samples near the terminal discharge pipe to test until the oxygen content is lower than 2%.
6. Open the valve to introduce gas, and stop introducing nitrogen at the same time. Do an explosion test at the end radiation pipe with gas to catch nitrogen, and close the radiation pipe after passing the test for three times in a row.
7. open the valve of the instrument conduit and restore the instrument indication.
8. The gas pipeline after reconstruction and overhaul must pass the leak test and comprehensive inspection before delivery.
(1) If gas leakage is found, you should not blindly take risks in operation and rescue.
iii. contents of safety management during the reconstruction and expansion project
the reconstruction and expansion project mainly refers to the transformation, expansion and overhaul of coke oven, blast furnace and converter, which involves the cross operation of gas recovery system. In addition to the above-mentioned relevant requirements, it is also necessary to do the following:
(1) Metallurgical enterprises are the main responsible parties for safety production matters involving both parties in the case of overlapping operation of reconstruction and expansion projects and normal production, and bear the responsibility for this. Matters related to the safety production management of this enterprise and construction enterprises should be incorporated into the' safety management system of this enterprise. For example, when a construction enterprise is building a converter, metallurgical enterprises cannot leak gas to the job site.
(2) The construction plan shall be formulated, and the work contents involved, the tasks and responsibilities of each unit shall be clearly defined, and it shall not be changed unless it is reconfirmed.
(3) The person in charge of the reconstruction and expansion project and the person in charge of the production system should be responsible for one-on-one contact, so as to prevent anyone else from conveying instructions.
(4) In the case that the construction work within the scope of the reconstruction and expansion project has not been completely completed and all the personnel have not been evacuated, all commissioning and debugging involving the gas system shall be put an end to, and no connection and networking with the production system shall be organized.
(5) The gas facilities after the reconstruction and expansion project shall be inspected and accepted, proved to meet the safety requirements, and established and improved safety rules and regulations before they can be put into operation; The gas pipeline after reconstruction and expansion must pass the leak test and comprehensive inspection and acceptance before it can be delivered. The acceptance of gas facilities must be attended by the safety department of the gas user.
IV. Contents of safety inspection of gas facilities
(1) General provisions.
1. All kinds of main gas equipment, valves, radiation pipes and pipe supports should be numbered, and the numbers should be marked in obvious places.
2. platforms and workshops that are in danger of gas leakage must be provided with two entrances and exits in opposite directions.
3. Eye-catching warning signs should be hung in all kinds of workplaces with gas.
4. The gas auxiliary facilities shall be kept intact and effective.
5. check the equipment corrosion, pipe wall thickness and bracket elevation once a year, and record the inspection.
6. The concentration of carbon monoxide in dangerous gas areas (such as basements, pressure stations, ditches, hot stoves and various gas generating facilities) must be measured regularly, and carbon monoxide monitoring devices should be set up in key parts.
(2) gas consumption point.
1. A sampling tube must be set in front of the burner valve gate.
2. Two furnaces should be provided with independent radiation pipes.

4. When the gas pipeline, water pipe, heating pipe, fuel pipe and nonflammable gas pipe are laid on the same pillar or trestle, the vertical clear distance between them should not be less than 25mm. ;
