Measures of Suzhou Municipality on Population and Family Planning (20 17)

Article 1 In order to realize the coordinated and sustainable development of population, economy, society, resources and environment, promote family planning and protect citizens' legitimate rights and interests, these Measures are formulated in accordance with the Law of the People's Republic of China on Population and Family Planning, the Regulations of Jiangsu Province on Population and Family Planning and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 Citizens, organs, organizations, enterprises, institutions and other organizations within the administrative area of this Municipality shall abide by these Measures. Article 3 People's governments at all levels shall lead the population and family planning work within their respective administrative areas.

City, county-level city (District) people's government (Administrative Committee) health and family planning administrative departments, responsible for family planning work and population work related to family planning within their respective administrative areas.

City, county-level city (District) people's government (Guan Weihui) and other relevant departments are responsible for the relevant population and family planning work within their respective responsibilities.

The town people's government and sub-district offices are responsible for the population and family planning work within their respective jurisdictions. The town people's government and sub-district offices shall set up family planning offices, equipped with family planning staff. Fourth city and county level city (District) people's government (Administrative Committee) should take comprehensive measures to control the population and improve the quality of the population; Relying on publicity and education, scientific and technological progress and comprehensive services, we will establish and improve the reward and assistance system and social security system to carry out population and family planning work. Article 5 The people's governments of cities and county-level cities (districts) (administrative committees) shall, according to the population development plans of the people's governments at higher levels and in combination with the actual conditions of their respective administrative regions, formulate the population development plans of their respective administrative regions and incorporate them into the plans for national economic and social development.

City, county-level city (District) people's government (Administrative Committee) shall, according to the population development plan of this administrative region, formulate the implementation plan of population and family planning and organize its implementation.

Professional planning in industry, housing, transportation, science and technology, education, culture, health, labor and social security. Prepared and implemented by the relevant departments of the people's governments of cities and counties (districts) shall be coordinated with the population development plan of their respective administrative regions. Article 6 People's governments at all levels shall include population and family planning funds in their fiscal budgets.

The population and family planning funds mentioned in the preceding paragraph include the family planning funds of floating population who have lived for more than half a year. Seventh population and family planning work to implement the target management responsibility system. Organs, organizations, institutions and other organizations all implement the target management responsibility system for population and family planning, and the main leaders are responsible for it.

Enterprises implement the legal representative or the person in charge of the enterprise responsibility system and perform corresponding duties. Article 8 The people's government at a higher level shall make an annual assessment of the completion of the target management responsibility system for population and family planning of the people's government at a lower level and its subordinate departments.

Departments or units that fail to meet the assessment criteria of target management responsibility system and their responsible persons shall not participate in relevant appraisal and commendation.

City, county-level city (District) People's Government (Administrative Committee) shall commend and reward the units and individuals that have made remarkable achievements in population and family planning work. Ninth development and reform, health and family planning, public security, education, human resources and social security, civil affairs, statistics and other departments. We should provide each other with relevant population data and share population information resources. Tenth village (neighborhood) committees should be equipped with full-time (part-time) staff responsible for population and family planning management. Population and family planning work should be included in the content of village (neighborhood) people's autonomy and accept the supervision of village (neighborhood) people. Eleventh relying on the city, county-level city (district), town (street), village (community) four-level maternal and child health care and family planning service system, to carry out publicity and education, policy advice, technical services, information management, contraceptive distribution and other work. Twelfth population and family planning work to follow the principle of territorial management. People of childbearing age are mainly managed by their current residence. Persons of childbearing age with work units are managed by their units, and other persons of childbearing age are managed by the town people's government and sub-district offices where they now live.

The family planning work of the floating population is managed by the people's governments of their domicile and current residence, mainly by the people's governments of current residence, with the cooperation of the people's governments of current residence. Thirteenth health and family planning administrative departments in accordance with the relevant provisions of the implementation of birth registration service system, do a good job in related services.

Couples who have given birth to two or less children, with their resident identity cards, marriage certificates and household registration books, register their births at their domicile or current residence, and arrange their own births.

When enjoying the free eugenics health examination, the birth registration certificate or re-birth certificate shall be issued to the medical and health institutions in accordance with the relevant provisions.

When handling maternity insurance benefits, it shall issue a birth registration certificate or a re-birth certificate to the human resources and social security department in accordance with relevant regulations.

During the period of perinatal examination, waiting for delivery, handling household registration for children or enjoying maternity insurance benefits, medical and health institutions, public security, human resources and social security departments shall promptly notify the administrative department of health and family planning if they find that both husband and wife have not applied for birth registration certificate or re-birth certificate. Article 14 A couple is encouraged to have two children.

Couples who can have another child according to the Regulations of Jiangsu Province on Population and Family Planning shall * * * submit a written application for another child to the town people's government or subdistrict office where one party's household registration is located, and provide the following materials, which can only be given birth after being approved by the health and family planning administrative department of the county-level city (District) people's government (Administrative Committee):

(1) Resident identity card;

(2) household registration book;

(3) proof of marital status;

(4) Relevant certification materials on the status of existing children;

(5) Other relevant certification materials.
