Provisions of Hefei Municipality on the Administration of Foreign Fertilizer Agencies

Article 1 In order to strengthen the management of foreign-funded fertilizer institutions, give full play to the role of foreign-funded fertilizer institutions, and promote the contact and cooperation between this Municipality and other places, these Provisions are formulated in light of the actual situation of this Municipality. Article 2 Foreign-funded institutions mentioned in these Provisions refer to offices and business branches established by foreign administrative organs, social organizations, enterprises and institutions within the administrative area of this Municipality (excluding three counties). Article 3 The Economic and Technical Cooperation Office of Hefei Municipal People's Government (hereinafter referred to as the Municipal Economic Cooperation Office) is the administrative department of foreign-funded fertilizer institutions, and is responsible for the management, supervision, coordination and service of foreign-funded fertilizer institutions. Industry and commerce, taxation, public security, labor and other departments of this Municipality shall, according to their respective functions, cooperate with the Municipal Economic Cooperation Office to do a good job in the management of foreign fertilizer institutions. Article 4 The management of foreign fertilizer institutions shall follow the principle of combining norms with services and promoting economic and technological cooperation and information exchange between foreign countries and our city. Fifth foreign offices in fertilizer should be established according to the following procedures:

(a) the State Council ministries and commissions and people's governments at or above the prefecture level (including prefecture level) bureau-level administrative organs to submit applications and related materials, after being audited by the municipal co-organizers and submitted to the Municipal People's government for approval;

(two) the application and related materials submitted by the departments of the Municipal People's Government, the people's government at the county level and their subordinate departments shall be examined and approved by the municipal co-organizer;

(three) enterprises and institutions to submit applications, legal licenses and related materials, approved by the municipal co organizer;

(four) social organizations should submit the application of the unit, the approval documents of the local civil affairs department and related materials, and be approved by the municipal co-organizer.

Approved the establishment of the office, the city co organizer shall issue the "Registration Certificate of Foreign Resident Fertilizer Institutions" within 3 days (hereinafter referred to as the "Registration Certificate"). Sixth foreign enterprises to set up business branches in Fei, after industrial and commercial, tax registration, can be reported to the city for the record, to receive a "registration certificate." Article 7 The registration of foreign fertilizer agencies shall specify the following items:

(1) Name, address and nature of the institution;

(2) The name of the person in charge;

(3) Business scope;

(4) The name and address of the organizer.

When the above-mentioned registered items of foreign-funded fertilizer institutions change, they shall be handled in a timely manner by the Municipal Economic Cooperation Office. If a foreign-funded fertilizer institution is revoked for some reason, the establishment unit should do a good job in clearing up the creditor's rights and debts, and go through the cancellation procedures with the relevant departments such as the Municipal Economic Cooperation Office, hand in the official seal and registration certificate, and stop all business activities. Article 8 The public security, taxation, banking, labor, industry and commerce, news and other departments of this Municipality shall handle household registration, tax registration, bank account opening, official seal engraving, personnel recruitment, advertising and other related procedures for foreign-funded fertilizer institutions with registration certificates or business licenses. Ninth in the first quarter of each year, the foreign administrative office in fertilizer must hold the "registration certificate", work summary and relevant statements to the city to handle the annual inspection procedures, stamped with the annual inspection audit chapter. The "Registration Certificate" that fails to handle the annual inspection within the time limit is invalid. Tenth foreign people's governments at or above the county level (including the county level) in the fertilizer office, should assist the city to do a good job in the management of fertilizer institutions within their respective administrative areas. Eleventh city economic co-organizers should actively help foreign fertilizer institutions to solve practical difficulties in their work, coordinate the relationship between foreign fertilizer institutions and relevant departments, and safeguard their legitimate rights and interests in fertilizer. Twelfth Municipal Economic Cooperation Institute shall provide the following services to foreign-funded fertilizer institutions:

(1) Hold regular information conferences to inform the relevant documents, conference spirit and major economic activities of this Municipality.

(2) Inviting representatives of foreign fertilizer institutions to participate in investment fairs, economic and technological fairs and product fairs held in this Municipality;

(three) organize foreign fertilizer institutions to carry out networking seminars and visits;

(4) Exchange information on economic and technological cooperation. Thirteenth foreign-funded fertilizer institutions should conscientiously implement the party's principles and policies, consciously abide by the relevant laws, regulations and rules of the state, province and city, and accept the management and supervision of the relevant law enforcement departments of this Municipality. Fourteenth the problems in the specific application of these Provisions shall be interpreted by the Municipal Economic Cooperation Bureau. Fifteenth the provisions shall come into force as of the date of promulgation.
