There are more than 200 sanitation and cleaning personnel 1.200, and 4 sets of machinery and equipment (including small hook cars 19 sets, 3 side cars, 2 sweepers 12 sets and 7 sprinklers); Second, Huangshan Town, which is cleaned by Zhong Yi Cleaning Company, has *** 12 residential areas, with a cleaning area of 2.4 million square meters, equipped with more than 700 garbage cans 130 square boxes, more than 30 sanitation cleaning personnel 130 people, and 6 sets of mechanical equipment (including 2 small hook-arm vehicles). 3. The District Urban Management Bureau is responsible for cleaning 2 1 road in the central city, with a cleaning area of 2.4 million square meters, more than 80 sanitation and cleaning personnel, and 6 sets of machinery and equipment (including 2 sprinklers, 2 compression trucks, 2 road sweepers and 1 cantilever truck 1 car).

From the survey, since the integration of urban and rural sanitation, the overall environmental quality of the whole region has improved significantly. First, the system and mechanism have been improved. A leading group for the integration of urban and rural sanitation in the whole region has been established, environmental sanitation offices have been set up in all towns and villages, professional supervisors have been appointed in all villages, and a three-level environmental sanitation management network has been established in districts, towns and villages. The specific work is led by the District Urban Management Bureau. The second is to improve infrastructure. Second, the main problems

(A) capital investment has become the bottleneck of establishing a long-term mechanism. According to estimates, the annual cost of the integration of urban and rural sanitation in the whole region is about 33 million yuan. At present, there are three sources of funds: first, the financial budget, about 1 1 ten thousand yuan, accounting for about 33%; The second is to collect 1 1.5 million yuan from the masses, accounting for about 34%; Third, the street town turned it over, accounting for about 33%. Judging from the development of the work, there are some problems, such as financial failure to keep up, failure to pay in streets and towns, and failure to settle expenses. Specifically, the budget allocation is not timely. Since the integration in May last year, only three months' expenses have been allocated to the sanitation company, resulting in three months' wages for sanitation workers before and after the Spring Festival. It is difficult for towns and villages to pay money, and it is difficult to collect money from the masses because of the influence of the big environment. Most of them are paid in advance by village collectives, which is unsustainable. There is a deviation in the task of charging in the area. Last year, the task of sanitation charge was 650 thousand, and this year, the task assigned by the district is 6.5 million. After investigation, the receivable expenses can be recovered about 6.5438+0.4 million yuan.

(2) The mechanical equipment is obsolete and can't meet the current work needs. Dust shines on city roads? One flush and three sprinkles? Our district needs to be equipped with 19 sprinklers, but at present, only two vehicles can work normally, and the overload work cannot meet the current work needs. The district urban management bureau is responsible for cleaning the 2 1 road in the central city. There are 13 vehicles in the district urban management bureau, and only 6 vehicles (2 sprinklers, 2 compressors 1 vehicle, 2 road sweepers, and rotary arm vehicles 1 vehicle) can be used normally. The capacity of collection, cleaning and transshipment is seriously insufficient, resulting in a large backlog of municipal solid waste. According to the calculation, the mechanical equipment gap in the whole region is 19 (including sprinkler 17 and compressor 2), and the capital is about 8 million yuan.

(C) poor assessment and supervision mechanism, affecting work efficiency. The urban and rural sanitation work system has not been straightened out, and the district urban management bureau has no law enforcement power. Of the 73 staff members, only 24 are qualified to apply for law enforcement certificates. They can't enforce the law without authorization. At present, the integrated assessment of urban and rural sanitation in the whole region adopts the methods of hierarchical management and step-by-step assessment. The district urban management bureau is responsible for both the assessment and the payment of funds paid by towns and villages. The main position of villages and towns in the three-level assessment mechanism has not been fully reflected, and their enthusiasm is difficult to play, which leads to ineffective implementation of work supervision and passive response.

(D) sanitation workers are difficult to recruit, and the exit mechanism is not perfect. At present, the salary of sanitation workers in our district is 850 yuan/month, which is much lower than that in surrounding counties and districts, resulting in a large loss of key personnel. The nature and working environment of sanitation are difficult to attract young people to join, which makes it difficult to recruit high-quality sanitation workers. People who are willing to do this job are generally older, accounting for 53% over 65, which not only affects work efficiency, but also easily causes safety problems. Due to the lack of exit mechanism, there is no basis for the exit management of elderly sanitation workers, and there are factors that affect social stability.

People's health awareness is weak and their active participation is not enough. Due to the living habits formed by villagers for many years, they generally have no awareness of environmental sanitation. In addition, some villagers lack the necessary understanding of the importance of the integration of urban and rural sanitation, and their enthusiasm and initiative to participate in this work are not enough. A few villagers think that the rural health infrastructure is poor, and no matter how it is done, it can't catch up with the level in the city. Even some township cadres have this understanding.

(6) The garbage disposal capacity is limited, so it is urgent to build a landfill. At present, the daily processing capacity allocated by the central new energy to Luo Zhuang is 270 tons, and 50 tons of garbage can't be transported out every day, which is 6.5438+0.8 million tons for the whole year. In addition, the domestic garbage of three communities that did not participate in the market-oriented operation in this area was landfilled in disorder, which had potential safety hazards. In the long run, Luo Zhuang needs to build a domestic waste landfill.

Three. Work suggestion

(1) Strengthen publicity and guidance. Take various forms popular with the masses, extensively carry out publicity and education on environmental sanitation knowledge, health laws and regulations, improve the sense of responsibility of the masses, especially the cadres of the township committees, guide the masses, especially rural residents, to develop healthy and civilized living habits, consciously participate in rural environmental sanitation management, and build an environmental sanitation management system with the participation of the whole people. Hold meetings such as work summary and experience exchange in a timely manner, increase the care, recognition and publicity for grassroots sanitation workers, further enhance the pride and honor of sanitation work, and strive to create a strong public opinion atmosphere for the integration of urban and rural sanitation work in the whole region.

(2) straighten out the system and mechanism. Establish a joint meeting system of urban and rural sanitation integration, strengthen communication among member units, and form a * * * management work pattern, and hold a meeting at least once every quarter. The topics of the meeting shall be summarized by the District Urban Management Bureau, and relevant decisions shall be implemented by relevant departments designated by the meeting. Strictly implement the principle of territorial management, give full play to the main role of towns and villages in assessment and supervision, and put the three-level assessment mechanism of districts, towns and villages in place. It is suggested that the cleaning work of 2 1 road in the central city, which is the responsibility of the District Urban Management Bureau, be entrusted to the Municipal Environmental Sanitation Company to further strengthen the leading supervision responsibility of the District Urban Management Bureau and ensure the work effect.

(3) Increase financial guarantee. The integration of urban and rural sanitation is an important livelihood project and popular project. It is necessary to further study, deeply analyze and scientifically calculate the reasonable proportion of government's commitment, the source of expenses and the feasibility of collecting garbage fees from the masses, so as to prevent the work from being affected by funding problems. Further rationalize the management mode of special funds for the integration of urban and rural sanitation. It is suggested that our district should learn from the experience of advanced counties and districts, increase the proportion of financial input year by year, mainly bear the operating cost of the integration of urban and rural sanitation, and no longer charge rural residents for garbage disposal, and formulate a more scientific and more suitable fund management mode for Luo Zhuang to solve the bottleneck problem of funds for the integration of urban and rural sanitation.

(4) Optimize the sanitation team. Establish a normal wage growth mechanism for sanitation cleaning staff, strive to improve the welfare benefits of cleaning staff, and attract more young surplus labor to join the sanitation cleaning work. Aiming at the problem that the age structure of sanitation workers is too large, this paper explores the establishment of the exit mechanism of sanitation workers and optimizes the age structure of sanitation teams. People over the age of 68 should quit and give appropriate subsidies. It is suggested that a summary commendation meeting be held every year on the Sanitation Workers' Day (65438+1October 26th) to commend outstanding sanitation workers, establish a positive typical image and improve their sense of honor and responsibility. (5) Improve the level of mechanized operation. Tangchen Village has changed from a dirty and backward village to a bright and beautiful demonstration village.
