Article 3 The term “parking lot” as mentioned in these Measures refers to an open-air or indoor place for parking of various motor vehicles. Specifically divided into the following categories:

(1) Public parking lots: refers to commercial parking lots that provide services for social vehicles and special-purpose vehicles;

Article 4 The municipal transportation administrative department is the administrative department in charge of various parking lots in this city and is responsible for organizing, coordinating, and implementing the planning, construction, and supervision and management of parking lots in the city. The road transportation management agency to which it belongs is responsible for the specific management work and, in conjunction with the traffic management department and planning department of the municipal public security organ, plans, approves, supervises and manages temporary parking spaces.

Public security, planning, urban management, price, construction, land, real estate, finance, industry and commerce, taxation and other competent departments should do a good job in the management of motor vehicle parking lots in accordance with their respective responsibilities.

Each district government should cooperate in the planning, approval and related management of parking lots within its jurisdiction. Article 5 The municipal transportation administrative department shall establish a coordination mechanism for parking lot management in conjunction with the public security, planning, urban management, price, construction, land, real estate, finance, industry and commerce, taxation and other competent departments.
