The hourly minimum wage is determined on the basis of the monthly minimum wage, taking into account the basic old-age insurance premiums and basic medical insurance premiums paid by the unit, as well as the differences between part-time employees and full-time employees in terms of job stability, working conditions, labor intensity and welfare benefits. According to the new standard of this adjustment in our province, Lixia District, Shizhong District, Huaiyin District, tianqiao district and Licheng District, which belong to Jinan City, implement the 9.6 yuan/hour standard; Changqing District, Zhangqiu City, Pingyin County, Jiyang County and Shanghe County implement the 7.8 yuan/hour standard. This standard is applicable to enterprises, private non-enterprise units, individual industrial and commercial households with employees and laborers who have formed labor relations with them in Shandong Province. State organs, institutions, social organizations and workers who have established labor relations with them shall be implemented with reference to this standard. The employing unit shall publicize this minimum wage standard to all employees of the unit within 10 days after its release. Under the condition that the laborer provides normal labor, the wage that the employer should pay to the laborer shall not be lower than the local minimum wage standard, but this minimum wage standard does not include overtime wages (wages for extending working hours), allowances (allowances under special working environments and conditions such as middle shift, night shift, high temperature, low temperature, underground, toxic and harmful) and the welfare benefits of laborers stipulated by laws, regulations and the state. If any unit fails to implement the minimum wage standard, the laborer may report to the local labor and social security department.
