Is Liaoning University good at Russian?

Liaoning University's Russian is not good for employment, so I can only work in a trading company.

The School of Foreign Languages of Liaoning University, located in Shenyang and Liaoyang, Liaoning Province, is affiliated to Liaoning University, a national key university of "21/project", and was merged and established in May 1997.
