Legal Analysis: Children under the age of four in Shenzhen will be fined 300 yuan for driving a motor vehicle if they take a mini non-operating passenger car and do not use a child safety seat that meets the national standards.

Legal basis: Article 13 of the Regulations on Punishment of Road Traffic Safety Violations in Shenzhen Special Economic Zone shall be fined by 300 yuan if driving a motor vehicle commits one of the following acts:

(a) occupy the guide line;

(two) in violation of the provisions of the occupation of special lanes;

(three) in front of the motor vehicle waiting in line to occupy the crosswalk, yellow square parking;

(four) in violation of the provisions of the prohibition and restriction;

(five) changing lanes, turning, temporary parking on the side of the road before not using the turn signal in accordance with the provisions;

(six) children under the age of twelve are riding in the co-pilot position, or children under the age of four are riding in small and micro non-operating buses without using child safety seats that meet the national standards;

(seven) manual operation of mobile phones, electronic equipment or other acts that hinder safe driving.
