dmv shall publicize the matters, conditions, basis, procedures, time limit, charging standards, materials to be submitted and model text of application forms related to motor vehicle registration in the places where registration is handled.

The traffic administrative department of the provincial public security organ shall establish a home page on the Internet, release information, and make it convenient for people to consult the relevant provisions on motor vehicle registration, and download and use relevant forms.

article 4 dmv shall use the computer registration system to register motor vehicles and establish a database. If you do not use the computer registration system to register, the registration is invalid.

The database standard and registration software of computer registration system are unified nationwide. section 1 registration

article 5 anyone who applies for a license plate and driving license for the first time, except for the vehicle types that are exempted from inspection as determined by the competent department of motor vehicle products of the state, shall, before applying for registration, go to the motor vehicle safety technical inspection institution to conduct safety technical inspection on the motor vehicle and obtain a certificate of safety technical inspection.

article 6 to apply for registration, an application form for motor vehicle registration/transfer shall be filled in, legal certificates and vouchers shall be submitted, and the motor vehicle shall be submitted for inspection.

dmv shall, within five days from the date of accepting the application, confirm the vehicle type, make model, color, engine number, vehicle identification code (frame number), main features and technical parameters of the motor vehicle, check the rubbing film of the vehicle identification code (frame number), review the submitted certificates and vouchers, and issue the motor vehicle registration certificate, number plate, driving license and inspection mark.

Article 7 dmv shall register the following contents when handling registration:

(1) Motor vehicle registration number and motor vehicle registration certificate number;

(2) the name or unit name, identity certificate name, identity certificate number, residence address, postal code and contact telephone number of the motor vehicle owner;

(3) the type, manufacturer, brand, model, vehicle identification code (frame number), engine number, production date and body color of the motor vehicle;

(4) relevant technical data of motor vehicles;

(5) the use nature of motor vehicles;

(6) ways of obtaining motor vehicles;

(7) the name and number of the origin certificate of the motor vehicle and the name and number of the import certificate of the imported motor vehicle;

(8) the name and number of the vehicle purchase tax payment or exemption certificate;

(9) the date of compulsory third-party liability insurance for motor vehicles and the name of the insurance company;

(1) Motor vehicle appearance recorded in motor vehicle photos;

(11) the date of registration;

(12) other matters required to be registered by laws and administrative regulations.

Article 8 Registration shall not be conducted under any of the following circumstances:

(1) The certificates and vouchers submitted by the motor vehicle owner are invalid;

(2) the certificate of origin of the motor vehicle is altered, or the owner of the motor vehicle recorded in the certificate of origin of the motor vehicle is inconsistent with the identity certificate;

(3) The certificates and vouchers submitted by the owner of the motor vehicle are inconsistent with the motor vehicle;

(4) motor vehicles are produced and sold without the permission of the national competent department of motor vehicle products or imported without the permission of the national competent department of motor vehicle import;

(5) The relevant technical data of motor vehicles are inconsistent with the data announced by the national competent department of motor vehicle products;

(6) The motor vehicle meets the compulsory scrapping standards stipulated by the state;

(7) The motor vehicle is stolen or robbed;

(8) other circumstances that do not conform to the provisions of laws and administrative regulations.

section 2 registration of change

article 9 anyone who applies for changing the color of a motor vehicle body or replacing the body or frame shall fill out the application form for registration of motor vehicle change and submit legal certificates and vouchers.

dmv shall make a decision on whether to approve or not to change within one day from the date of acceptance. If the change is approved, the owner of the motor vehicle shall submit the motor vehicle to dmv within ten days after the change.

dmv should confirm the motor vehicle, take back the original driving license and reissue the driving license within one day from the date of acceptance. If the vehicle body or frame is to be replaced, the rubbing film of the vehicle identification code (frame number) shall also be checked, and the origin certificate of the vehicle body or frame shall be kept.

article 1 where the engine is changed, the owner of the motor vehicle shall apply to dmv for registration of change within ten days after the change, fill in the application form for registration of change of motor vehicle, submit legal certificates and vouchers, and submit the motor vehicle for inspection.

dmv shall, within one day from the date of acceptance, confirm the motor vehicle, take back the original driving license, reissue the driving license and keep the origin certificate of the engine.

article 11 if a manufacturer replaces a motor vehicle due to quality problems, the owner of the motor vehicle shall apply to dmv for registration of change after replacing the vehicle, fill out the Application Form for Registration of Change of Motor Vehicle, submit legal certificates and vouchers, and submit the motor vehicle for inspection.

dmv shall, within three days from the date of acceptance, confirm the motor vehicle, take back the original driving license, reissue the driving license, store the factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle, and return the original factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle. If it does not belong to the vehicle type exempted from inspection as determined by the national competent department of motor vehicle products, it shall also check the certificate of motor vehicle safety and technical inspection.

article 12 if the operating motor vehicle is changed to a non-operating motor vehicle or a non-operating motor vehicle is changed to an operating motor vehicle, and the owner of the motor vehicle moves out of the jurisdiction of dmv, he shall apply to dmv for registration of change after the change, and submit legal certificates and vouchers.

dmv shall, within one day from the date of acceptance, check the certificate of change of the application items, recover the original driving license and reissue the driving license. If it is necessary to change the motor vehicle registration number, the original license plate and driving license shall be recovered, a new motor vehicle registration number shall be determined, and the license plate, driving license and inspection mark shall be reissued.

if the motor vehicle owner's residence moves out of the jurisdiction of dmv, dmv should take back the license plate and driving license, and issue a temporary driving license plate. The motor vehicle file should be sealed and handed over to the motor vehicle owner to apply for motor vehicle transfer in dmv within 9 days.

Article 13 To apply for motor vehicle transfer, the applicant shall fill in the Application Form for Motor Vehicle Registration/Transfer, submit the following certificates and vouchers, and submit the motor vehicle for inspection:

(1) the identity certificate of the owner of the motor vehicle;

(2) motor vehicle registration certificate.

dmv shall, within three days from the date of acceptance, check and store motor vehicle files, confirm motor vehicles, and issue license plates, driving licenses and inspection marks.

Article 14 If there are more than two motor vehicle owners, and it is necessary to change the registered owner's name to other owners' names, both parties to the change shall go to dmv together, fill out the Application Form for Motor Vehicle Change Registration, and submit the following certificates and vouchers:

(1) Identity certificates of the motor vehicle owners before and after the change;

(2) motor vehicle registration certificate;

(3) driving license;

(4) * * * with all notarized certificates, but it belongs to both husband and wife * * *, and the Household Registration Book can be provided.

dmv has gone through the registration of change in accordance with the provisions of the second and third paragraphs of Article 12 and Article 13.

Article 15 dmv shall separately register the following contents when handling the change registration:

(1) the changed body color;

(2) the changed engine number;

(3) the vehicle identification code (frame number) after the vehicle body and frame are replaced;

(4) the name and serial number of the certificate of origin of the engine, body or frame;

(5) Vehicle identification code (frame number), engine number, body color, number of factory certificate or import certificate of the whole vehicle after replacement, factory date and registration date;

(6) the name or unit name of the owner of the motor vehicle after the change;

(7) the nature of use after the change;

(8) If it is necessary to transfer the motor vehicle files, register the name of the transfer place in dmv;

(9) Date of change of registration.

Article 16 Where a registered motor vehicle, the address of the motor vehicle owner's residence is moved within the jurisdiction of dmv, or the name (unit name) or contact information of the motor vehicle owner is changed, an Application Form for Change Filing shall be filled out, and it can be filed with dmv by mail, fax or e-mail.

Article 17 Under any of the following circumstances, the owner of a motor vehicle can change it by himself without affecting the safety and identification number plate:

(1) Small and micro passenger cars are equipped with front and rear anti-collision devices;

(2) freight motor vehicles are equipped with wind shields, water tanks, tool boxes, spare wheel racks, etc.;

(3) interior decoration is added to motor vehicles.

Section III Transfer Registration

Article 18 To apply for transfer registration, the current motor vehicle owner shall fill in the Application Form for Motor Vehicle Transfer Registration, submit legal certificates and vouchers, and submit the motor vehicle for inspection within 3 days from the date of delivery. Motor vehicles that are deregulated by the customs shall also submit the Deregulation Certificate of Vehicles under the Supervision of the People's Republic of China and the Customs of China issued by the customs. Motor vehicles that exceed the validity period of inspection shall be subject to safety technical inspection.

dmv should confirm the motor vehicle within three days from the date of accepting the application.

if the current motor vehicle owner's domicile is within the jurisdiction of dmv, the original driving license shall be withdrawn and reissued. If it is necessary to change the motor vehicle registration number, the original license plate and driving license shall be recovered, a new motor vehicle registration number shall be determined, and the license plate, driving license and inspection mark shall be reissued.

if the current motor vehicle owner's domicile is not within the jurisdiction of dmv, it shall be handled in accordance with the provisions of paragraph 3 of Article 12 and Article 13 of these Provisions.

Article 19 dmv shall register the following contents when handling the transfer registration:

(1) The name or unit name, identity certificate name, identity certificate number, residence address, postal code and contact telephone number of the current motor vehicle owner;

(2) ways of obtaining motor vehicles;

(3) the name and serial number of the motor vehicle origin certificate;

(4) the date of transfer registration;

(5) the name and number of the motor vehicle deregulated by the customs shall be registered in the Certificate of Deregulation of Vehicles under Customs Supervision of the People's Republic of China issued by the customs;

(6) if the motor vehicle registration number is changed, the motor vehicle registration number shall be registered;

(7) If the current motor vehicle owner's domicile is not within the jurisdiction of the current registration place in dmv, the name of the registered transfer place in dmv.

Article 2 In any of the following circumstances, the transfer registration shall not be handled:

(1) In any of the circumstances specified in Article 8 of these Provisions;

(2) The contents recorded in the file of the motor vehicle and the vehicle are inconsistent;

(3) the motor vehicle has not been deregistered by the customs;

(4) The motor vehicle is under mortgage;

(5) motor vehicles or motor vehicle files are sealed up or detained by people's courts, people's procuratorates and administrative law enforcement departments according to law;

(6) The motor vehicle is involved in an unfinished road traffic safety violation or traffic accident.

article 21 if the original motor vehicle owner fails to provide the current motor vehicle owner with the motor vehicle registration certificate and driving license when it is confiscated and auctioned by judicial organs and administrative law enforcement departments, or arbitrated by arbitration institutions according to law, or when the motor vehicle is transferred by people's courts, the current motor vehicle owner shall submit the notice of assistance in execution issued by people's courts or the certificate issued by administrative law enforcement departments that the motor vehicle registration certificate and driving license have not been obtained. Dmv should announce that the original motor vehicle registration certificate and driving license are invalid, and issue the motor vehicle registration certificate and driving license at the same time as handling the transfer registration.

Section IV Mortgage Registration

Article 22 To apply for mortgage registration, an Application Form for Motor Vehicle Mortgage/Cancellation of Mortgage Registration shall be filled in, and the following certificates and vouchers shall be submitted by both the motor vehicle owner (mortgagor) and the mortgagee:

(1) Identity certificates of the mortgagor and the mortgagee;

(2) motor vehicle registration certificate;

(3) the main contract and mortgage contract concluded by the mortgagor and the mortgagee according to law.

dmv shall record the contents of mortgage registration on the motor vehicle registration certificate within one day from the date of acceptance.

Article 23 dmv shall register the following contents when handling mortgage registration:

(1) Name of mortgagee or unit, name of identity certificate, identity certificate number, domicile address, postal code and contact telephone number;

(2) main contract and mortgage contract numbers;

(3) the date of mortgage registration.

Article 24 To apply for cancellation of mortgage, the applicant shall fill in the Application Form for Motor Vehicle Mortgage/Cancellation of Mortgage Registration, and submit the application together with the mortgagee with the following certificates and vouchers:

(1) Identification certificates of the mortgagor and mortgagee;

(2) motor vehicle registration certificate.

dmv shall, within one day from the date of acceptance, record the contents of mortgage cancellation and the date of mortgage cancellation on the motor vehicle registration certificate.

Article 25 The registration date and cancellation date of motor vehicle mortgage can be inquired by the public.

Section 5 Cancellation of Registration

Article 26 When a motor vehicle has reached the national compulsory scrapping standard, the owner of the motor vehicle sells the motor vehicle to a motor vehicle recycling enterprise, he shall fill out the Application for Registration of Stopping, Restarting/Cancellation of Motor Vehicle.
