No Guiyang County is located in Hunan Province, and Chenzhou City consists of Suxian District and Beihu District. The city plays a guiding and supervising role in the affairs of government agencies and has no direct jurisdiction. Zixing City, Guiyang County, Guidong, Suxian District and Beihu District are all county-level institutions equivalent to Zixing City and Guiyang County. Counties govern dozens of townships, townships govern dozens of villages and villages govern several groups. Guiyang is not under the jurisdiction of Chenzhou, and it is surrounded by Beihu District and Suxian District. Moving to Chenzhou office is not conducive to management.
